Book Use of Force Training in Law Enforcement

Download or read book Use of Force Training in Law Enforcement written by Kenneth R. Murray and published by Springer Nature. This book was released on 2020-12-08 with total page 115 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Brief describes a reality based approach to use-of-force training in law enforcement, an area of growing importance. It explains what scenario-based training is, how it works to improve police-community relations, and provides a guide for how the training can be implemented. This brief will be of value to researchers working to understand the negative impact of use of force on police-community relations, and interested in alternative approaches that integrate academic research with tactical experience. The traditional use-of-force training paradigm is based on relatively brief training sessions with high student-to-instructor ratios. In scenario-based training, officers listen to social science-based lectures, develop a set of scenarios to be tested in a training environment, and conclude with a debriefing session that brings together the theoretical with the practical, including the consequences of the shooting from the tactical, emotional, psychological, social, and economic angles. This work will be of interest to researchers in criminology, criminal justice, sociology, psychology and related fields, policy-makers, particularly with interest in police legitimacy and police-community relations, as well as practitioners in police organization and training.

Book In Defense of Self and Others

Download or read book In Defense of Self and Others written by Urey Woodworth Patrick and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Defense of Self and Others comprehensively addresses the issue of the use of deadly force by law enforcement officers. Beginning with a survey and analysis of the legal standards that define the authority of law enforcement officers to use deadly force, the book provides a detailed discussion of the practical elements that affect an officer's capacity to perceive a threat and to respond in an appropriate and timely fashion. For example, observing that law enforcement officers are always in a reactive mode and responding to the actions of others, the book explains how and why officers are compelled to make quick decisions under severe time constraints where "action beats reaction." Moreover, a thorough discussion of "wound ballistics" illustrates why officers do not possess a reliable means of instantaneously stopping a perceived threat and explains how that affects tactics, training and risk assessments. There are additional chapters that discuss tactics and training, physiological factors of high intensity stress, suicide by cop, the effects of policy and training on the ability of officers to make appropriate decisions regarding the use of force, and much more. Numerous case histories are cited to illustrate the points made. As a result of the addition of new material, including an entirely new chapter that addresses the use of non-deadly force by law enforcement officers, this second edition is 40% larger than the first, and substantially more comprehensive in its coverage of the subject matter. Undoubtedly, the most unique aspect of this book is the expertise of the authors. Acquired during almost 60 years of combined law enforcement experience, Patrick and Hall's expertise reflects a blend of the legal with the practical that is unprecedented. The Supreme Court of the United States has ruled that an officer's decision to use force must be reviewed from the "perspective of a reasonable officer on the scene." The object of this book is to provide insight into that perspective by placing the reader in the shoes of an officer on the scene. The book stands alone as a source of information for the law enforcement, legal, and educational communities. It will also be of great interest and benefit to the media, and to the general reader who is interested in this important and frequently controversial topic. "In Defense of Self and Others... would make a very good text in any number of criminal justice related classes." -- ACJS Today "[This book] is admirably clear and easy to understand. It combines John's unique depth of knowledge of the law with Pat's comprehensive and extensive practical expertise in weapons and deadly force factors. Reading it will make for better cops, and for cops who will be more likely to return home alive at the end of watch after having done good work while on duty." -- Tom Clancy, from the Foreword "[A] gem of a book ... Considered by many to be an authoritative tome, it gives the reader a comprehensive overview of the complexity and responsibility of the armed LE officer and citizen ... This book belongs on every LE officer's bookshelf or in their locker, and should be required reading for every department legal advisor." -- Officer.com

Available in PDF, EPUB and Kindle. Book excerpt: This intelligence guide was prepared in response to requests from law enforcement executives for guidance in intelligence functions in a post-September 11 world. It will help law enforcement agencies develop or enhance their intelligence capacity and enable them to fight terrorism and other crimes while preserving community policing relationships. The world of law enforcement intelligence has changed dramatically since September 11, 2001. State, local, and tribal law enforcement agencies have been tasked with a variety of new responsibilities; intelligence is just one. In addition, the intelligence discipline has evolved significantly in recent years. As these various trends have merged, increasing numbers of American law enforcement agencies have begun to explore, and sometimes embrace, the intelligence function. This guide is intended to help them in this process. The guide is directed primarily toward state, local, and tribal law enforcement agencies of all sizes that need to develop or reinvigorate their intelligence function. Rather than being a manual to teach a person how to be an intelligence analyst, it is directed toward that manager, supervisor, or officer who is assigned to create an intelligence function. It is intended to provide ideas, definitions, concepts, policies, and resources. It is a primera place to start on a new managerial journey. Every law enforcement agency in the United States, regardless of agency size, must have the capacity to understand the implications of information collection, analysis, and intelligence sharing. Each agency must have an organized mechanism to receive and manage intelligence as well as a mechanism to report and share critical information with other law enforcement agencies. In addition, it is essential that law enforcement agencies develop lines of communication and information-sharing protocols with the private sector, particularly those related to the critical infrastructure, as well as with those private entities that are potential targets of terrorists and criminal enterprises. Not every agency has the staff or resources to create a formal intelligence unit, nor is it necessary in smaller agencies. This document will provide common language and processes to develop and employ an intelligence capacity in SLTLE agencies across the United States as well as articulate a uniform understanding of concepts, issues, and terminology for law enforcement intelligence (LEI). While terrorism issues are currently most pervasive in the current discussion of LEI, the principles of intelligence discussed in this document apply beyond terrorism and include organized crime and entrepreneurial crime of all forms. Drug trafficking and the associated crime of money laundering, for example, continue to be a significant challenge for law enforcement. Transnational computer crime, particularly Internet fraud, identity theft cartels, and global black marketeering of stolen and counterfeit goods, are entrepreneurial crime problems that are increasingly being relegated to SLTLE agencies to investigate simply because of the volume of criminal incidents. Similarly, local law enforcement is being increasingly drawn into human trafficking and illegal immigration enterprises and the often associated crimes related to counterfeiting of official documents, such as passports, visas, driver's licenses, Social Security cards, and credit cards. All require an intelligence capacity for SLTLE, as does the continuation of historical organized crime activities such as auto theft, cargo theft, and virtually any other scheme that can produce profit for an organized criminal entity. To be effective, the law enforcement community must interpret intelligence-related language in a consistent manner. In addition, common standards, policies, and practices will help expedite intelligence sharing while at the same time protecting the privacy of citizens and preserving hard-won community policing relationships.~
