Among Ward's many contributions are two significant accomplishments, either of which would have been enough for a very distinguished career. First, Ward is the founder of behavioral decision theory. This interdisciplinary discipline addresses the question of how people actually confront decisions, as opposed to the question of how they should make decisions. Second, Ward laid the groundwork for sound normative systems by noticing which tasks humans can do well and which tasks computers should perform. This volume, organized into five parts, reflects those accomplishments and more. The book is divided into four sections: `Behavioral Decision Theory' examines theoretical descriptions and empirical findings about human decision making. `Decision Analysis' examines topics in decision analysis.`Decision in Society' explores issues in societal decision making. The final section, `Historical Notes', provides some historical perspectives on the development of the decision theory. Within these sections, major, multi-disciplinary scholars in decision theory have written chapters exploring some very bold themes in the field, as an examination of the book's contents will show. The main reason for the health of the Decision Analysis field is its close links between theory and applications that have characterized it over the years. Professor Jacob does not pretend to tell the whole story of this momentous transformation, which is perhaps more important than any other in modern history. The six changes are: first, the abandonment of an ancient Greek picture of an earth-centered universe and its replacement by the modern picture of a solar system surrounded by an enormous universe; second, the gradual rejection of the Aristotelian binary physics in favor of the modern physics of universal forces; third, a medical revolution that culminated in the discovery of the circulation of the blood, and put animal (and human) physiology on a new foundation; fourth, the shift from an Aristotelian theory of knowledge to a modern skepticism; fifth, the development of new methods for establishing scientific certainty; and, finally, the founding of the world's first national, government-sponsored scientific societies for promoting research, spreading scientific knowledge, and stimulating inquiry.

Book excerpt: The highly sophisticated techniques of modern engineering are normally conceived of in practical terms. Corresponding to the instrumental function of technology, they are designed to direct the forces of nature according to human purposes. Yet, as soon as the realm of mere skills is exceeded, the intended useful results can only be achieved through planned and preconceived action processes involving the deliberately considered application of well designed tools and devices. This is to say that in all complex cases theoretical reasoning becomes an indispensable means to accomplish the pragmatic technological aims. Hence the abstracting from the actual concrete function of technology opens the way to concentrate attention on the general conceptual framework involved. If this approach is adopted the relevant knowledge and the procedures applied clearly exhibit a logic of their own. This point of view leads to a methodological and even an epistemological analysis of the theoretical structure and the specific methods of procedure characteristic of modern technology. Investigations of this kind, that can be described as belonging to an ana lytical philosophy of technology, form the topic of this anthology. The type of research in question here is closely akin to that of the philosophy of science. But it is an astonishing fact that the commonly accepted and carefully investigated philosophy of science has not yet found its counterpart in an established philosophy of technology.

Instances of technological change undertaken for the sake of military advantage have also been relatively common in history. The relationships between science and warfare, however, have been much more variable and ambiguous. The papers and discussions of the Symposium investigate selected aspects of the complex relationships between science and technology on the one hand, and warfare on the other, from the Renaissance to the 1960s. In the first session, Professor Hall takes up in turn the possible areas of interaction between science (exterior ballistics, engineering, explosives, mechanics, and metallurgy) and military technology (edge weapons, cannons and mortars, fortification and siege warfare, and small arms) in the 15th, 16th, and 17th centuries. The notion that science is pursued for utilitarian ends, Hall finds, is an unhistorical projection backward from our own age." He excludes navigation and medicine from consideration, because they were civil as well as military concerns. In spite of the pleading of certain early propagandists of the Empire of Man over Nature," and in spite of the elaborate sketches of military engines in Leonardo's notebooks, military technology was largely innocent of scientific method. The developments in fortification required mathematical skills, but nothing more than elementary geometry and arithmetic. Mathematicians studied the ancient problem of the trajectory of projectiles, but their efforts affected neither the design nor the use of guns. The range tables they provided were not even usable with the guns of the time. The solution of the trajectory problem would await Benjamin Robins and the 18th century. Professor Hale supports Hall's conclusion with three arguments. In the 16th and 17th centuries, armies were so organized as to preclude any productive contact with the worlds of science and technology.

These expectations will inform the development of new standards for K-12 science education and, subsequently, revisions to curriculum, instruction, assessment, and professional development for educators. This book identifies three dimensions that convey the core ideas and practices around which science and engineering education in these grades should be built. These three dimensions are: crosscutting concepts that unify the study of science through their common application across science and engineering; scientific and engineering practices; and disciplinary core ideas in the physical sciences, life sciences, and earth and space sciences and for engineering, technology, and the applications of science. The overarching goal is for all high school graduates to have sufficient knowledge of science and engineering to engage in public discussions on science-related issues, be careful consumers of scientific and technical information, and enter the careers of their choice.
