Drawing on ethnographic encounters, film and video, and interviews, LGBTQ community leaders teach readers about streetwalking, confrontación, flipping the script, cuentos, and the use of strategic universalisms in the exercise of power and agency. Rooted in Maria Lugones's theorization of streetwalker strategies and Audre Lorde's theorization of silence and action, this text re-imagines the exercise and locus of power in examples provided by the living, thriving LGBTQ community of the Dominican Republic.

The underlying premise of this volume is that the global development industry plays a central role in constructing people’s sexual lives, access to citizenship, and struggles for livelihood. Despite the industry’s persistent insistence on viewing sexuality as basically outside the realm of economic modernization and anti-poverty programs, this volume brings to the fore heterosexual bias within macroeconomic and human rights development frameworks. The work fills an important gap in understanding how people’s intimate lives are governed through heteronormative policies which typically assume that the family is based on blood or property ties rather than on alternative forms of kinship. In Breaking Barriers: Sexual and Gender Minority-led Advocacy to End AIDS in Africa and the Caribbean, Robin Lin Miller and George Ayala tell the story of a transnational partnership among community activists from eight countries to address the entrenched stigma and discrimination that blocks sexual and gender minority people from accessing affirming HIV care. Through their extended case study of Project ACT, they demonstrate how activists contributed to social progress within their country environments, despite great obstacles. Documenting the project from its inception through to its untimely demise due to the Covid pandemic, Miller and Ayala highlight the many ups and downs endured by activists and their allies as they tried to promote access to health care in politically and culturally hostile national contexts and with limited financial resources. They raise questions about the role of donors and partners from the Global North in supporting progress on the ground in Global South countries. They also consider effective strategies for evaluating human rights-focused HIV advocacy in these fraught environments. Ultimately, Miller and Ayala provide readers guidance on principles of practice for human rights advocacy and for planning, carrying out, and evaluating projects that aspire to create structural change to improve access to affirming HIV care for sexual and gender minority people.

Book excerpt: Beset by the forces of European colonialism, US imperialism, and neoliberalism, the people of the Antilles have had good reasons to band together politically and economically, yet not all Dominicans, Haitians, and Puerto Ricans have heeded the calls for collective action. So what has determined whether Antillean solidarity movements fail or succeed? In this comprehensive new study, Alaí Reyes-Santos argues that the crucial factor has been the extent to which Dominicans, Haitians, and Puerto Ricans imagine each other as kin. Our Caribbean Kin considers three key moments in the region’s history: the nineteenth century, when the antillanismo movement sought to throw off the yoke of colonial occupation; the 1930s, at the height of the region’s struggles with US imperialism; and the past thirty years, as neoliberal economic and social policies have encroached upon the islands. At each moment, the book demonstrates, specific tropes of brotherhood, marriage, and lineage have been mobilized to construct political kinship among Antilleans, while racist and xenophobic discourses have made it difficult for them to imagine themselves as part of one big family. Recognizing the wide array of contexts in which Antilleans learn to affirm or deny kinship, Reyes-Santos draws from a vast archive of media, including everything from canonical novels to political tracts, historical newspapers to online forums, sociological texts to local jokes. Along the way, she uncovers the conflicts, secrets, and internal hierarchies that characterize kin relations among Antilleans, but she also discovers how they have used notions of kinship to create cohesion across differences.

Book excerpt: It has now been 25 years since the apocryphal report in the CDC Morbidity and Mortality Weekly Report dated June 5, 1981 entitled, “Pneumocystis Pneumonia - Los Angeles”, which announced what was to become HIV/AIDS. HIV has now affected virtually all countries that have looked for it and has had a devastating impact on the public health and medical care infrastructure around the world. HIV/AIDS has also disproportionately affected nations with the least capacity to confront it, especially the developing world nations in Sub-Saharan Africa, South and Southeast Asia, and the emerging republics of Eastern and Central Asia. The pandemic, unlike any other disease of our time, has had profound impacts on the practice of public health itself: bringing affected communities into decision making; demanding North-South partnerships and collaborations; and changing the basic conduct of clinical and prevention trials research. While much has been written in scholarly publications for medical, epidemiologic and disease control specialists, there is no comprehensive review of the public health impact and response to HIV/AIDS in the developing world. This edited volume seeks to systematically describe the emergence and form of the epidemics (epidemiology), the social, community and political response, and the various measures to confront and control the epidemic, with varying levels of success. Of particular importance are strategies that appear to have been useful in ameliorating the epidemic, while contrasting the situation in a neighboring country or region where contrasting prevention or care initiatives have had a deleterious outcome. Common to all responses has been the international multi-sectoral response represented by the Global Fund for HIV/AIDS, Malaria and Tuberculosis, the President's Emergency Plan for AIDS Relief, and the Gates Foundation, among others, to promote HIV pharmacologic therapy in resource-poor settings. The chapter authors will explore the political challenges in meeting HIV/AIDS prevention and care in concert with the public health realities in specific country and regional context.
