Book excerpt: Race and empire tells the story of a short-lived but vehement eugenics movement that emerged among a group of Europeans in Kenya in the 1930s, unleashing a set of writings on racial differences in intelligence more extreme than that emanating from any other British colony in the twentieth century. The Kenyan eugenics movement of the 1930s adapted British ideas to the colonial environment: in all its extremity, Kenyan eugenics was not simply a bizarre and embarrassing colonial mutation, as it was later dismissed, but a logical extension of British eugenics in a colonial context. By tracing the history of eugenic thought in Kenya, the book shows how the movement took on a distinctive colonial character, driven by settler political preoccupations and reacting to increasingly outspoken African demands for better, and more independent, education. Through a close examination of attitudes towards race and intelligence in a British colony, Race and empire reveals how eugenics was central to colonial racial theories before World War Two.

Book excerpt: This book advances research into the government-forced labor used widely in colonial Kenya from 1930 to 1963 after the passage of the International Labor Organization’s Forced Labour Convention. While the 1930 Convention intended to mark the suppression of forced labor practices, various exemptions meant that many coercive labor practices continued in colonial territories. Focusing on East Africa and the Kenya Colony, this book shows how the colonial administration was able to exploit the exemption clause for communal labor, thus ensuring the mobilization of African labor for infrastructure development. As an exemption, communal labor was not defined as forced labor but instead justified as a continuation of traditional African and community labor practices. Despite this ideological justification, the book shows that communal labor was indeed an intensification of coercive labor practices and one that penalized Africans for non-compliance with fines or imprisonment. The use of forced labor before and after the passage of the Convention is examined, with a focus on its use during World War II as well as in efforts to combat soil erosion in the rural African reserve areas in Kenya. The exploitation of female labor, the Mau Mau war of the 1950s, civilian protests, and the regeneration of communal labor as harambee after independence are also discussed.

Book excerpt: British Paternalism and Africa (1978) is a study of the beliefs and assumptions of members of the British intelligentsia who concerned themselves with British–African politics in the period between the wars. The journals and books published in Britain during this period were used as source material to discover the attitudes of politicians, missionaries, administrators and others concerning ‘African’ issues. In the two decades before the Second World War the debate about the future of the African colonies still seemed to be the preserve of Europeans, anxious to influence British politics according to their own particular brand of paternalism. It is argued that some writers still used arguments about Britain’s ‘civilizing’ mission, while others emphasised the need for a period of reconstruction of African society, to be carried out before independence could be granted.
