I think you will find the city prison here in good condition. I will send some one to show you through it, and I will not forewarn the prison officers that you are coming - you Shall see it just as it is every day. Book Sixteen Years in Siberia Classic Reprint

Download or read book Sixteen Years in Siberia Classic Reprint written by Leo Deutsch and published by Forgotten Books. This book was released on 2018-03-24 with total page 440 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Sixteen Years in Siberia George Kennan's valuable work, Siberia and flu Exile System, the fruit of investigations carried on under circum stances of much difficulty and even danger, has made its many English and American readers acquainted with the true conditions of life among Russian political prisoners and exiles. The story given in the present volume of the painful and tragic events that took place in the political prisons at Kara after Mr. Kennan had left the Russian Empire was written to him by, among others, a friend resident in Kara at the time, whose letter he published in his book. In it are also to be found additional particulars concerning the earlier or later history of many persons whose names occur in the following pages; and it thus throws an interesting light on Mr. Deutsch's story, which is told so quietly, with such an absence of sensationalism, that it is sometimes necessary to read between the lines in order to grasp fully the terrible realities of the situation. It may, perhaps, be useful to readers unfamiliar with the history of the Russian revolutionary movement if I give here a rough sketch of its development, and of its position at the present time. Book Siberia and the Exile System

Download or read book Siberia and the Exile System written by George Kennan and published by . This book was released on 1891 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: George Kennan was an American journalist and adventurer, who traveled to Siberia in the late 1800s to investigate how Russian criminals and dissidents were punished with exile to remote lands. By the time Kennan traversed the Siberian countryside, villages and towns, Russia's exile system had existed for several decades. His researches demonstrate how common the use of exile as punishment was in Russia; some were exiled due to serious crimes, while others were sent to Siberia for petty offences, or for expressing political opinions. Various intellectuals and creatively talented persons such as the author Dostoyevsky and the philosopher Pyotr Kropotkin spent time in Siberian exile. The remote country of Siberia is depicted as both beautiful and merciless; many convicts suffered immensely in dreadful conditions, struggling with hunger and cold. The climate was frequently harsh and residences commonly squalid or even ramshackle. Despite the often dire circumstances, a culture arose among the exiles; many - especially the politically inclined - were educated and cultured, and would hold impromptu debates upon various subjects. Kennan also examines the native populations such as the Cossacks in great detail, alongside settlements such as Omsk, Tomsk and Pavlodar.

CHAPTER XI EXILE BY ADMINISTRATIVE PROCESS THE colony of political exiles in Ust Kamenogorsk was the last one that we saw in the steppe territories, and it seems to me desirable, before proceeding with the narrative of our Siberian journey, to describe more fully and carefully the particular form of punishment that these offenders were undergoing -- a form of punishment that is known in Russia as " exile by administrative process." Exile by administrative process means the banishment of an obnoxious person from one part of the empire to another without the observance of any of the legal formalities that, in most civilized countries, precede the deprivation of rights and the restriction of personal liberty. The obnoxious person may not be guilty of any crime, and may not have rendered himself amenable in any way to the laws of the state, but if, in the opinion of the local authorities, his presence in a particular place is "prejudicial to public order," or "incompatible with public tranquillity," he may be arrested without a warrant, may be held from two weeks to two years in prison, and may then be removed by force to any other place within the limits of the empire and there be put under police surveillance for a period of from one year to ten years. He may or may not be informed of the reasons for this summary proceeding, but in either case he is perfectly helpless. He cannot examine the witnesses upon whose testimony his presence is declared to be "prejudicial to public order." He cannot summon friends to prove his loyalty and good character, without great risk of bringing upon them the same calamity that has befallen him. He has no right to demand a trial, or even a hearing. He cannot sue out a writ of habeas corpus. He cannot appeal...

Book excerpt: Excerpt from Revelations of Siberia, Vol. 1 of 2: By a Banished Lady The subject of the present work is siberia; a region dreary by nature, and not only in name synonymous, but actually identical with a vast prison - a locality asso ciated in our minds with the most poignant of human sufferings. As such, it could only be properly described under the influ ence of those painful impressions, and while the writer is writhing under the most acute mental agony.
