Book excerpt: This monograph examines USAF fighter doctrine as it applies to contingency operations. The monograph briefly analyzes joint doctrine to describe a model of the operational continuum. This provides a basis to study doctrine covering military operations short of war which include contingency operations. The study then examines coverage of contingency operations in joint and USAF doctrinal definitions. These definitions help establish criteria to evaluate the three levels of USAF doctrine - basic, operational, and tactical. The monograph then focuses on common threads in previous contingency operations to gain doctrinal insight for the future. The study concludes that USAF doctrine for contingencies needs maintenance at all levels to adequately cover contingency operations. USAF tactical level doctrine needs emphasis on fighter support of conventional and special operations forces in contingency operations. USAF operational level doctrine is too outdated to meet an air component commander's needs. USAF basic level doctrine needs adjustment to incorporate joint doctrinal definitions and concepts that shape employment of military operations across the operational continuum. One of the most common criticisms of the U.S. plan to invade Iraq in 2003 is that too few troops were used. The argument often fails to satisfy anyone for there is no standard against which to judge. A figure of 20 troops per 1000 of the local population is often mentioned as the standard, but as McGrath shows, that figure was arrived at with some questionable assumptions. By analyzing seven military operations from the last 100 years, he arrives at an average number of military forces per 1000 of the population that have been employed in what would generally be considered successful military campaigns. He also points out a variety of important factors affecting those numbers-from geography to local forces employed to supplement soldiers on the battlefield, to the use of contractors-among others.

The objective of this background research for a larger RAND study, Interoperability: A Continuing Challenge in Coalition Air Operations, is twofold: (1) to help the U.S. Air Force identify potential interoperability problems that may arise in coalition air operations involving the United States and its NATO allies, as well as non-NATO countries, over the next decade and (2) to suggest solution directions to mitigate those problems. The study focus is on command, control, communications, intelligence, surveillance, and reconnaissance (C3ISR) systems and out-of-NATO-area operations. The authors present a data-based historical overview of the U.S. experience in coalition operations with NATO allies up to 1999 and seek to provide a deeper understanding of interoperability through the answers to several key questions: For what missions is interoperability required? With which NATO allies is interoperability required? For what capabilities and services is interoperability required? Detailed case-study analyses of coalition operations in Southwest Asia, Bosnia, Somalia, and Rwanda identify key interoperability challenges and workarounds (short-term solutions) at the strategic, operational, tactical, and technological levels, and provide relevant lessons for meeting these challenges and improving the interoperability of U.S. and NATO air and C3ISR capabilities.

Book excerpt: Over the past twelve years, the base infrastructure of the United States Air Force (USAF) has shrunk rapidly to accommodate force downsizing engendered by the ending of the Cold War. Still more radical changes are necessary to efficiently support the agile forces required to wage the "Global War on Terrorism." Historically, the ebb, flow, and utilization of Air Force installations are interconnected to changes in the size, composition, and capabilities of major flying and nonflying organizations. As a result, the number of USAF installations has fluctuated according to the complex interaction of the perceived global threat, technology, strategy, tactics, and projected force structure. This study describes military, technical, economic, and political reasoning that has influenced the location, or basing, of major flying and nonflying units in the continental United States, excluding Alaska, between 1907 and 2003. Specifically, it deals with the basing of bomber, fighter, airlift and missile units, training installations, logistic centers, and product centers. Locating flying and nonflying organizations involves assigning them to installations, usually Air Force bases that are compatible with their missions. So closely related is the expansion, contraction, and relocation of USAF force structure to the utilization of base infrastructure that the two subjects must necessarily be considered together. This volume, a preliminary, groundbreaking effort planned and produced within a prescribed period of time, is intended as a reference work offering historical perspective on current basing issues.

Book excerpt: "The Global Response Force (GRF) is built for rapid response to unforeseen or, more specifically, unplanned operations. Selected Army airborne forces provide a large portion of the GRF and are dependent on joint concepts for deployment and access. This study illustrates a method for determining the best access strategies given constraints in aircraft, intermediate staging bases, operational capabilities, and other factors. The study applies this method to each geographic combatant command and develops specific, tailored strategies for each. The access strategies are built from multiple analytic techniques: historical aircraft data and platform specifications to determine capabilities and limitations of the air fleet; several airfield databases, site reports, and expert judgments to determine probable intermediate staging base locations and their likely capabilities; multiple deployment concepts for access to minimize operational risks; and detailed geographic and operational analysis to determine global coverage and reach. In the end, we were able to deduce a preferred strategy for each of the combatant commands. Global access for the GRF is provided partially through the use of well-established staging bases but will necessarily rely on austere basing and complex deployment concepts for particular locations in multiple combatant commands. The study concludes with several recommendations to close those risks, which span the services, combatant commands, and joint staff"--Back cover.
