This Element examines how and why this contribution type has become the most common form of participation in UN peace operations despite its limited relevance for missions' operational success. It conceptualizes token forces as a path-dependent unintended consequence of the norm of multilateralism in international uses of military force. The norm extends states' participation options by giving coalition builders an incentive to accept token forces; UN-specific types of token forces emerged as states learned about this option and secretariat officials adapted to state demand for it. The Element documents the growing incidence of token forces in UN peacekeeping, identifies the factors disposing states to contribute token forces, and discusses how UN officials channel token participation. The Element contributes to the literatures on UN peacekeeping, military coalitions, and the impacts of norms in international organizations.

It focuses in detail on the UN’s long-running peace operations in the Democratic Republic of Congo, South Sudan, Afghanistan, Sierra Leone, Mali, and Somalia. The book is centrally concerned with the interaction of UN missions with the power structures and local conflict dynamics that shape individual mission settings, and the challenges these pose for mediation, protection of civilians, and other tasks. It also offers a critical assessment of the various ways in which the UN ‘system’, from its headquarters in New York to the field, has confronted the policy challenges posed by political economies of conflict-affected states, societies, and regions. It advances a pragmatic set of policy recommendations aimed at improving the UN’s ability to confront predatory and exploitative war economies. At the same time, the volume makes it clear that political and institutional obstacles to more effective UN action are certain to remain profound and are unlikely ever to be fully overcome let alone eradicated. Despite making some progress since the 1990s to better understand the political economy of civil wars, the UN has struggled with how to tackle informal networks of power and their consequences for efforts to end wars. The book will be of special interest to students of war and conflict studies, statebuilding, political economy of conflict, UN interventionism and peacebuilding, and IR/Security in general.

Given U.S. reluctance, the job of peacekeeping will fall increasingly to international organizations and regional alliances. In International Peacekeeping Paul Diehl examines the recent record of United Nations peacekeeping forces and develops criteria for assessing their operations. His analysis provides useful guidance for the management of new hostilities in areas such as Central and Eastern Europe, where the dissolution of the Soviet Union has spawned bitter civil wars and dangerous border disputes. Diehl identifies three sets of factors that affect traditional international peacekeeping operations. He begins by discussing the practical concerns of peacekeeping efforts, such as force composition, organization, and deployment. He then examines issues related to the political and military context in which the forces are deployed, including the nature of the conflict and the involvement of third parties. Finally, he considers the authorization by the relevant international body - usually the United Nations - as it relates to the mission's mandate, policies, and financing. He concludes by analyzing the viability of new roles for U.N. peacekeeping troops, such as humanitarian assistance, and by exploring structural alternatives to U.N. peacekeeping operations.

In the contemporary world, we see two major opposing trends. The first involves nationalistic and populistic movements. Transnational solidarity has been under pressure for a decade because of, among others, global economic and migration crises, leading to populistic and authoritarian leadership in some European countries, the United States and Brazil. Countries withdraw from international commitments on climate, trade and refugees and the European Union struggles with Brexit. The second trend, partly a reaction to the first, is a strengthened transnational grass-root community – a cosmopolitan movement – which protests primarily against climate change. Based on interdisciplinary reflections on the concept of transnational solidarity, its challenges and opportunities are analysed, drawing on Europe as a focal case study for a broader, global perspective.
