Book excerpt: The first twenty years of post-Cold War US defense and diplomatic policies toward Asia have looked a good deal like the previous 50, namely: continued deterrence based upon overwhelming, offensive military predominance. In East Asia, all powers harbor common and divergent interests based on fragmented nationalist identities and complex economic interdependence. In this multipolar Asian system, new Chinese military capabilities could support both the wish to secure its own interests as well as a more expansive vision for regional leadership, which might harbor a destabilizing geopolitical agenda. How the United States addresses this reality via military procurements and employment concepts for the Asian theater could either detract from or enhance crisis stability. The US defense establishment must reorient its force posture to save money, manage conflicts of interest, and prevent future interstate crises. This analysis provides a framework for how the United States should ideally structure and use military power so as to best support the diplomatic resolution of conflicting interests without resorting to full-scale warfare. It also critiques the usual Western military focus on offensive strategic predominance in force postures, itself often fuelled by the unrealistic pursuit of the opponent’s complete submission via victory in decisive battles.

Since America's acknowledgement of Asia's importance in the 2010 National Security Strategy, the United States has sought means and developed methods with which to enhance engagement in the region. Regional organizations, dialogues, and diplomacy are among the methods the US employs. The role of American armed forces in the region is to support these important activities. As the United States rebalances to the Asia-Pacific region, current strategies focus on the contributions of air and sea-based capabilities articulated in the Air-Sea Battle concept. But while America looks toward the Pacific and sees a vast area of ocean and air, Asian nations view themselves regionally and primarily as land-based powers. This is particularly important because over half the world's population lives on the Asian continent. Given the cultures of Asian nations and America's military history in the Asia-Pacific region, we should not neglect the potential contributions of the US Army to Asian-Pacific strategy. It is also important for the Army to think seriously and critically about how it can best contribute to furthering America's strategic interests in the region. This study comprises an analysis of the US Army's history in Asia and the Pacific along with current American and Asian actors' contemporary security interests in effort to determine what role the US Army should play in shaping American strategy in the Asia-Pacific region. Taking into account threats to regional stability in the region, the 21st century requirements for America's army in the region should include four primary and four auxiliary missions. The four primary missions are deterring war and enhancing regional stability, preparing for war, foreign military assistance, and counterterrorism. The four auxiliary missions are helping inculcate American values, responding to humanitarian and natural crises, securing and eliminating WMD, and establishing military governance. The study then concludes by recommending specific steps the Army must take to enhance its capabilities in areas where those capabilities do not fully meet these above requirements."--Abstract.

This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. America largely withdrew its military presence following the defeat of Japan in 1945. Then on July 5, 1950, a hastily deployed Sergeant First Class Loren Chambers, a World War II combat veteran with five Purple Hearts, became engaged in a new Asian conflict. His unit had only rifles and light artillery to fire at the Inmun Gun's T-34 tanks when it was overrun near Osan in South Korea. Chambers and the 1st Battalion, 21 Infantry, put Kim II Sung on notice that the United States would fight aggression in Asia; but our unreadiness cost the lives of thousands of Americans and millions of Koreans.

For economic, political, diplomatic, and military reasons, the Indo-Asia-Pacific theater continues to grow in importance to the United States. As part of a broad, interagency, multifaceted approach, the U.S. military plays a critical role in the rebalancing effort now underway. The U.S. Army in particular has a special role to play in bolstering the defense of allies and the deterrence of aggression, promoting regional security and stability, and ameliorating the growing U.S.-China security dilemma. In particular, military security cooperation programs are becoming increasingly important for achieving U.S. security goals. These military-to-military programs and activities are designed to shape the security environment; prevent conflict through deterrence, assurance, and transparency; and build operational and tactical interoperability. As wartime requirements decrease in the coming year following the end of extensive American involvement in Afghanistan and as the U.S. military undergoes a dramatic yet historically typical post-war drawdown, security cooperation activities will comprise the primary way in which a leaner U.S. military contributes to broad American national security objectives in the next decade.
