Book excerpt: There has been dramatic social change with respect to lesbian, gay, bisexual, and transgender (LGBT) rights around the world in the last decade. Yet legal protection and inclusion remain limited for LGBT youth. The context of schooling is especially important-schools remain the primary societal institution to which most youth have access and in which nearly all youth spend some significant portion of their lives. LGBT youth are at risk for some of the greatest difficulties experienced by adolescents, and many of those problems have been traced directly to negative school experiences. Research shows that anti-LGBT school victimization results in poor academic performance and negative school attitudes, mental health, and risk behaviors. New studies have identified characteristics of schools that are associated with inclusion and safety for LGBT students, including practices and policies that are associated with positive school climate and student wellbeing. Sexual Orientation, Gender Identity, and Schooling brings together contributions from a diverse group of researchers, policy analysts, and education advocates from around the world to synthesize the practice and policy implications of research on sexual orientation, gender identity, and schooling. The book is interdisciplinary, as studies of LGBT students and schooling have emerged across disciplines including education, clinical, school, and developmental psychology; sociology; and public health. Included are syntheses of key areas of research; examples of new international models for educational practice; case studies of transformational policy and practice; and specific examples of the nexus of research, practice, and policy. The fundamental goal of this book is to advance social justice related to sexual orientation and gender identity through strengthening the relationship between research, practice, and policy to support LGBT students and schools. This discrimination and violence lead to exclusion, which adversely impacts their lives, as well as the communities and economies in which they live. A major barrier to addressing this stigma and sexual orientation and gender identity(SOGI)-based exclusion is the lack of SOGI-specific data. Robust, quantitative data on di‚fferential development experiences and outcomes of sexual and gender minorities--especially those in developing countries--is extremely thin. This paucity of data jeopardizes the achievement of the Sustainable Development Goals and countries' commitment to the principle of 'leaving no one behind' in the eff‚ort to end poverty and inequality. 'Equality of Opportunity for Sexual and Gender Minorities' assesses the unique challenges that sexual and gender minorities face in six important areas: (i) Criminalization and SOGI (ii) Access to education (iii) Access to the labor market (iv) Access to public services and social protection (v) Civil and political inclusion (vi) Protection from hate crimes. This report cov‚ers numerous policy recommendations to prevent and eliminate discriminatory practices in all of the areas covered. It also seeks to inflŽuence legislative changes and support research on institutions and regulations that can ultimately lead to poverty reduction and shared prosperity. At the same time, it acknowledges that the mere existence of inclusive laws and regulations does not ensure that sexual and gender minorities are free from discrimination--the enforcement of those laws is crucial. This publication, the first in a series of studies, will be expanded from the 16 countries included here to a wider set of countries for more in-depth quantitative analysis and to identify possible correlations with socioeconomic outcomes. It will seek to deepen knowledge, facilitate peer learning of good practices, and encourage reforms to increase the inclusion of sexual and gender minorities.

Book excerpt: Under dictatorship in Argentina, sex and sexuality were regulated to the point where sex education, explicit images, and even suggestive material were prohibited. With the return to democracy in 1983, Argentines experienced new freedoms, including sexual freedoms. The explosion of the availability and ubiquity of sexual material became known as the destape, and it uncovered sexuality in provocative ways. This was a mass-media phenomenon, but it went beyond this. It was, in effect, a deeper process of change in sexual ideologies and practices. By exploring the boom of sex therapy and sexology; the fight for the implementation of sex education in schools; the expansion of family planning services and of organizations dedicated to sexual health care; and the centrality of discussions on sexuality in feminist and gay organizations, Milanesio shows that the destape was a profound transformation of the way Argentines talked, understood, and experienced sexuality, a change in manners, morals, and personal freedoms.
