Book excerpt: Every day, small arms and light weapons (SALW) kill, wound, and threaten millions of adults and children. Due to their widespread availability, mobility, and ease of use, prolific SALW have become central to maintaining social dislocation, destabilization, insecurity, and crime in the build-up to war, during wartime, and in the aftermath of conflict. Small arms are misused within domestic settings, as well as in public spaces, affecting everyone in the community without regard to sex or age. The impact of these weapons can be vastly different for women and men and for girls and boys. However, careful consideration of gender and age is rare in the formulation of small arms policy, of planning small arms collection or control, or even in small arms research. To counter the effects of prolific SALW, their role in gender- and age-specific violence must be more deeply analyzed and the results applied at the policy and operational level. This work should be undertaken in war-afflicted contexts, in societies suffering from elevated levels of social violence and / or severe underdevelopment, and in those tolerant of the presence of individually owned firearms. Contributors to the book draw on experience and research from around the world on the nexus of gender, age, violence, and small arms in developing and developed countries. They provide a number of recommendations for policies, programs, and research designed to further illuminate and counteract the firing of the "sexed pistol."

These weapons have existed for centuries, appear to have matured only incrementally and might seem unlikely technologies for investigating the trajectory of military-technical change. Their relative simplicity, however, makes it easy to use them to map patterns of innovation within the military-industrial complex. Advanced technologies may have captured the military imagination, offering the possibility of clean and decisive outcomes, but it is the low technologies of the infantryman that can help us develop an appreciation for the dynamics of military-technical change. Tracing the path of innovation from battlefield to back office, and from industry to alliance partner, Ford develops insights into the way that small arms are socially constructed. He thereby exposes the mechanics of power across the military-industrial complex. This in turn reveals that shifting power relations between soldiers and scientists, bureaucrats and engineers, have allowed the private sector to exploit infantry status anxiety and shape soldier weapon preferences. Ford's analysis allows us to draw wider conclusions about how military innovation works and what social factors frame Western military purchasing policy, from small arms to more sophisticated and expensive weapons.

The 'violences' that occur in conflict beyond strategic rape are first identified. Employing both a disaggregated and an aggregated approach, relations between forms of violence within and across each context's pre-, mid- and post-conflict phase are then assessed, identifying connections and distinctions in violence. Swaine highlights a wider spectrum of conflict-related violence against women than is currently acknowledged. She identifies a range of forces that simultaneously push open and close down spaces for addressing violence against women through post-conflict transitional justice. The book proposes that in the aftermath of conflict, a transformation rather than a transition is required if justice is to play a role in preventing gendered violence before conflict and its appearance during and after conflict.

Yet it is only fairly recently that researchers have identified rape as a deliberate tool of war-making rather than simply an inevitable side effect of armed conflict. Much of the emerging literature has suggested that the underlying causes of rape stem from a single motivation-whether individual, symbolic, or strategic-leading to disagreement in the field about how we can understand and respond to the causes and consequences of sexual violence in war. In Rape Loot Pillage, Sara Meger argues that sexual violence is a form of gender-based political violence (perpetrated against both men and women) and a manifestation of unequal gender relations that are exacerbated by the social, political, and economic conditions of war. She looks at trends in the form and function of sexual violence in recent and ongoing conflicts to contend that, in different contexts, sexual violence takes different forms and is used in pursuit of different objectives. For this reason, no single framework for addressing conflict-related sexual violence will be sufficient. Taking a political economy perspective, Meger maintains that these variations can be explained by broader struggles over territory, assets, and other productive resources that motivate contemporary armed conflicts. Sexual violence is a reflection of global political economic struggles, and can't be addressed only at the local level-it must be addressed through regional and international policy. She concludes by providing some initial ideas about how this can be done via the UN and national governments.

Despite efforts to equalize women’s status in the world evidenced by changes in many international projects requiring a gender focus, women and men experience most of the world in very different ways according to gender. Further, the reality is that humans who do not all fall neatly into one of these categories – male or female – often find their lives further challenged. In the 1980s, Peace and Conflict Studies first began to acknowledge and study the different experiences males and females have during war and peace. Since then, there have been books about women and war, women working at grassroots levels to build peace, women and transitional justice, women and peace education, and women’s views of human security. All of these works have contributed to the discourse of our changing world. This book brings together some of those themes and voices and adds more with the final product being more than the sum of its parts. We add to the conversation a book that considers foundational/fundamental issues that span from the interpersonal to the global. Many of the chapters describe empirical research completed with author and community, shared here for the first time. Part One is a collection of case studies, documenting challenges and responses to peacebuilding by women from various parts of the world. Part Two focuses on Peace and Conflict Studies (PACS) as a discipline, examining not only what is, but also what should be taught. Part Three enters territory found even less in the PACS literature.
