Whether they wrote novels, polemics, or scientific treatises, all sought a better understanding of society in general and their society in particular. Curiously, female sexuality and sexual behavior play an outside role in their writing. The figure of the prostitute is ubiquitous in everything from medical texts and treatises on racial evolution to anti-Muslim polemic and studies of ancient India. In this book, Durba Mitra argues that between the 1840s and the 1940s, the new science of sexuality became foundational to the scientific study of Indian social progress. The colonial state and an emerging set of Bengali male intellectuals extended the regulation of sexuality to far-reaching projects that sought to define what society should look like and how modern citizens should behave. An exploration of this history of social scientific thought offers new perspectives to understand the power of paternalistic and deeply violent claims about sexual norms in the postcolonial world today. These histories reveal the enduring authority of scientific claims to a tradition that equates social good with the control of women's free will and desire. This paper attempts to understand the sex related problems facing the Adolescent in India and the urgent need for educating adolescents' on their reproductive health issues., abstract: Adolescent all over the world experience sex-related problems. India India too, they are remarkable in their similarity. The cause could vary from country to country. For example, while in the USA there is a teenage out-of-wedlock pregnancy every three seconds and a sexually transmitted disease every 13 seconds, in India most of the pregnancies occur within marriage and no statistics on sexually transmitted diseases among adolescents are available. It is considered to be high and perhaps equal to the USA figures. The process of adolescence is a period of preparation for adulthood during which time several key developmental experiences occur. Besides physical and sexual maturation, these experiences include movement toward social and economic independence, and development of identity, the acquisition of skills needed to carry out adult relationships and roles, and the capacity for abstract reasoning. Almost any of the physical changes occurring during adolescent can cause concern to the boy or the girl. The onset of puberty gives the physical excitement never experienced before. Book excerpt: This paper studies the misinterpretation of survey data of gender-divided sex behavior in India and argues that the misinterpretation of statistics can mislead policy makers and present challenges in policy making. Some academic and media interpretations have indicated that Indian premarital sex rates have risen sharply in recent decades. On close examination these reports appear to have misrepresented the data. For instance, small-scale local surveys have been portrayed as representative while research on one age cohort has been reported as if it had covered multiple decades. In contrast, the National Family Health Survey, which is a multi-decade national survey, asked detailed questions on sexual history, shows small but statistically significant declines in female pre-marital sexual activity from the late 1960s (2.4%) to the 1990s (1.7%) (IIPS, 2006a). During the same time period male premarital sex rates have increased from 9.8% to 20.0%. This observed gender gap in sex behavior calls for special male-focused policy response.

This question provokes especially vexed debates in India, where early marriage is a widespread practice. India has served as a focal problem site in NGO campaigns and intergovernmental conferences setting age standards for sexual maturity. Over the last century, the country shifted the legal age of marriage from twelve, among the lowest in the world, to eighteen, at the high end of the global spectrum. Ashwini Tambe illuminates the ideas that shaped such shifts: how the concept of adolescence as a sheltered phase led to delaying both marriage and legal adulthood; how the imperative of population control influenced laws on marriage age; and how imperial moral hierarchies between nations provoked defensive postures within India. Tambe takes a transnational feminist approach to legal history, showing how intergovernmental debates influenced Indian laws and how expert discourses in India changed UN terminology about girls. Ultimately, Tambe argues, the well-meaning focus on child marriage has been tethered less to the interests of girls themselves and more to parents’ interests, achieving population control targets, and preserving national reputation.
