Most of them are required register for 15 years, 20 years, or for life and the trend is to push for life registration on an increasingly large percentage of them. After returning to society they do move on to build social lives for themselves, marry and have children, so there are now hundreds of thousands of dependent children who have a parent on the sex offender registry. The laws against registered sex offenders are many and are severe, for no other criminal type has been so vilified, not even mass murderers are as vilified. These laws then often become lifetime punishments which can be worse than imprisonment and often effect not only the registered sex offender but their spouses and their dependent children. It is all based upon the risk that released sex offenders will recidivate with new sex crimes and the danger this poses to children in society. This study is almost certain to be the most thorough analysis of the risk of released sex offenders committing new sex crimes. It analyzes 33 studies from seven states following 56,006 released sex offenders over time. The sources of the data is shown, the calculations are shown and the results can be duplicated by anyone willing to perform the math. An additional 11 studies are referred to, but not used to calculate the predictive function for time to recidivism for new sex crimes, because of lack of some required information on those studies. This is a definitive study for sex offender recidivism for new sex crimes that anyone who has any concern or interest or responsibility over sex offenders should read. The price for this book has been set to the minimum price allowed by Amazon and what the minimum royalty is allowed is to be given entirely to the child who at 8 years old and having been 100% innocent of any crime was extremely and extraordinarily harmed over this issue. Civil commitment, as it relates to sex offenders, is when a state retains custody of an individual, found by a judge or jury to be a "sexually dangerous person" by involuntarily committing the person to a secure mental health facility after the offender's prison sentence is done. In 1990, the state of Washington passed the first civil commitment law for sexually dangerous persons. Currently, 18 other states and the federal government have similar laws. Moreover, the Supreme Court, in Kansas v. Hendricks and Kansas v. Crane, ruled that current civil commitment laws are constitutional. The civil commitment of sex offenders centres on the belief that sex offenders are more likely than other offenders to re-offend. However, data on sex offender recidivism is varied. Data show that the recidivism risk for sex offenders may be lower than it is typically thought to be; in fact, some studies show that sex offenders recidivate at a lower rate than many other criminals. Other studies show that, given time, almost all sex offenders will commit a new sex crime. Most discussions about recidivism examine ways to decrease it; for example, by providing sex offenders with treatment. Research on the efficacy of sex offender treatment is promising, but it cannot prove that treatment reduces recidivism.
