Book excerpt: Addresses one of the most pressing issues of international political economy Conventional wisdom has it that government management of the economy is the means to transform a backward economy into a dynamic, modern one. Yet, after decades of international aid programs, development planning is today largely perceived as a failure paralyzed by its own bureaucracy and inefficiency. Despite billions of dollars of investment, development successes are few and far between and waste and mismanagement abounds. This book showcases a diverse range of development experiences in order to ascertain the reasons for this quagmire. Case studies of development planning in China, India, post-WWII Japan, South Korea, Africa, and Eastern Europe, and of foreign aid programs (including the Marshall Plan) illustrate the insights an Austrian approach provides toward an understanding of the failure of government development planning. While economists working within the Austrian tradition have previously addressed development issues, this volume represents the first full-length treatment of the subject from a modern market process perspective. Book excerpt: This book investigates the history of women’s reproductive health in Ghana, arguing that between the 1920s and 1980s, it was largely driven by discourses of development and population control rather than a concern for women’s health or rights. Between the 1920s and 1980s, the choices that Ghanaian women made regarding their reproductive health were defined by development policy and practice. Spanning the colonial and immediate postcolonial periods, this book demonstrates that whilst the substance of development discourse shifted over time, principles of development continued to be used to impact and legitimise reproductive health policy and practices well after independence. The book explores Ghana’s pluralist health system, the introduction of maternal and child welfare, the dominance of the Red Cross in Ghana’s maternal and child health landscape, nationalist pronatalism and global population activism. In order to understand how global iterations of development and health policy impacted ordinary lives in Ghana, the author uses evidence from multiple ‘levels,’ including private papers, national archives and records of international and transnational organisations. Providing balanced archival perspectives, the book includes extensive oral history interviews carried out with both rural Ghanaian women and traditional birth attendants, as well as with midwives, doctors and family planning fieldworkers. This book will have an important impact on a number of historical fields including Ghanaian history, global health history, global histories of population and family planning and histories of development. It will be of interest to researchers and students in the history of public health, development, Africa, Ghana and gender.

Book excerpt: Since its construction in the early 1960s, the hydroelectric Akosombo Dam across the Volta River has exemplified the possibilities and challenges of development in Ghana. Drawing upon a wealth of sources, A Dam for Africa investigates contrasting stories about how this dam has transformed a West African nation, while providing a model for other African countries. The massive Akosombo Dam is the keystone of the Volta River Project that includes a large manmade lake 250 miles long, the VALCO aluminum smelter, new cities and towns, a deep-sea harbor, and an electrical grid. On the local level, Akosombo has meant access to electricity for people in urban and industrial areas across southern Ghana. For others, Akosombo inflicted tremendous social and environmental costs. The dam altered the ecology of the Lower Volta, displaced 80,000 people in the Volta Basin, and affected the livelihoods of hundreds of thousands of Ghanaians. In A Dam for Africa, Stephan Miescher explores four intersecting narratives: Ghanaian debates and aspirations about modernization in the context of decolonization and Cold War; international efforts of the US aluminum industry to benefit from Akosombo through cheap electricity for their VALCO smelter; local stories of upheaval and devastation in resettlement towns; and a nation-wide quest toward electrification and energy justice during times of economic crises, droughts, and climate change.
