Book excerpt: The prospect of using sensor technology for the detection and location of surface and subsurface Ordnance and Explosive Waste (OEW) is assessed to determine its suitability for operations on formerly used defense sites (FUDS). The U.S. Army Corps of Engineers, Huntsville Division, has identified over 900 potential OEW sites, of which as many as 300 may be classified as an imminent hazard. Cleanup of the OEW sites is estimated to cost several billion dollars. However, this cost will increase since the Army is still in the process of identifying contaminated OEW sites. In addition, Department of Defense (DoD) ordnance test ranges, such as the Yuma Proving Ground, contain many types of unexploded ordnance, making the cleanup task more complex. Today, several types of electromagnetic sensors have successfully been used for site characterization. In this report, we have assessed over 30 state-of-the-art and emerging technologies for their applicability to site characterization. This assessment will enable the U.S. Army Corps of Engineers and others to better address the ever-increasing site cleanup problem. Information required to select the appropriate sensors is provided within this document. Over one-hundred sensor technology products and services are surveyed, providing an in-depth summary of technology that can be brought to bear on the OEW problem. In the future, sensor suites and data processing utilizing data fusion should be utilized in less labor-intensive approaches to enhance productivity and increase quality of OEW detection and location.

The focus here is to examine in detail how SQUID technology is used and how. the results of the measurements obtained can be interpreted to provide useful information in a variety of real-world applications. The concentration is on those areas that have received the most attention, namely bioma~etism and nondestructive evaluation, but. the topics chosen include as well, geophysics, underwater ordnance detection, accelerometry and a few somewhat more exotic applications. To provide a reasonable perspective. an attempt has been made to consider competing technologies for most applications, and in some cases to consider how SQUID-based technology may be integrated with other technologies to provide an optimum total-system configuration. It is also the intention of the editor, that this book will be of major value to those scientists and engineers who will be required to build both the essential components and complete cryogenic SQUID systems which will be utilized in the various applications presented. Thus, there is a comprehensive review of the principles of SQUID operation, and a detailed exposition on the fabrication of high-temperature-superconducting (HTS) SQUIDs. Although the market is currently dominated by low-temperature superconducting (L TS) SQUIDs, it is reasonably certain that in the near future HTS SQUIDs will take over in most situations.

Book excerpt: Some of the more difficult environmental problems facing the Department of Defense (DOD) include (1) chemical weapons destruction, (2) explosive waste remediation, and (3) unexploded ordnance clearance and extraction. It is conceivable that $50 to $100 billion will be spent by DOD for these three programs, offering unusual opportunities for environmental engineering and related firms. Military installations are similar to small cities in terms of population, industrial activities, and some types of contaminated sites. However, some cover an area larger than a small state. DOD has operated industrial facilities on its installations for several decades that have generated, stored, recycled, or disposed of hazardous wastes. Many of these activities have contaminated the nearby soil and groundwater. To study and clean up contaminated sites, DOD established the Installation Restoration Program (IRP) in 1975. In 1984, the IRP was made part of the Defense Environmental Restoration Program.The Secretary of Defense delegated cleanup responsibility to the Army, Navy, the Air Force, and the Defense Logistics Agency (DLA). Cleanup actions are usually accomplished under contract with private firms, which are monitored by the services. Most cleanup actions are funded through the Defense Environmental Restoration Account (DERA) and the Base Realignment and Closure Account. Congress established DERA in 1984 to fund the cleanup of inactive contaminated sites on DOD installations.The technology to clean up the conventional hazardous wastes on DOD sites are the same as those utilized for industrial sites, and well-documented by this publisher.However, there are three DOD programs that require the utilization of somewhat unusual or different technologies that have not been as well documented. These three programs are:1. Chemical weapons destruction2. Remediation of explosives contaminated soils and lagoons3. Unexploded ordnance detection, clearance, and extractionThis book discusses the current and potential treatment technologies involved in these three programs.

Over that period, federal aviation officials have been searching for more effective ways for non-invasive screening of passengers, luggage, and cargo to detect concealed explosives and weapons. To assist in this effort, the Transportation Security Administration (TSA) asked the NRC for a study of emerging screening technologies. This report-the third of four-focuses on currently maturing millimeter-wavelength/terahertz imaging and spectroscopy technologies that offer promise in meeting aviation security requirements. The report provides a description of the basic operation of these imaging systems, an assessment of their component technologies, an analysis of various system concepts, and an implementation strategy for deployment of millimeter-wavelength/terahertz technology screening systems.
