Book excerpt: Senegal experienced annual economic growth of 4.8 percent during the 2009 to 2019 period (World Bank 2023a). With an annual population growth rate of 2.7 percent over the same period, the living standards of Senegalese improved modestly. In 2020, the global COVID-19 pandemic caused a significant slowdown in economic growth, but growth rebounded in 2021. While the country was adversely affected by the global commodity market disruptions related to the Russia-Ukraine war that started in 2022 (Arndt et al. 2023; Diao and Thurlow 2023), its growth is projected to reach 8.0 percent in 2023 and 10.5 percent in 2024 (World Bank 2023b). This suggests a much-improved short-term outlook and a future growth trajectory well above its pre-pandemic growth trajectory. Agriculture is a relatively small sector in Senegal, accounting for less than one-fifth of GDP. However, the broader agrifood system (AFS), which includes processing, trade and transport of agrifood products, and food services, makes up about one-third of GDP. In this brief, we examine the performance of Senegal’s broader AFS and its contribution to growth and transformation.

Book excerpt: Although the economy of Papua New Guinea is heavily influenced by the oil and natural gas sector, which accounts for 30 percent of GDP and most of the country’s foreign exchange earnings, small-scale agriculture continues to be the major source of livelihoods for most of the population. Much of the food crop production (particularly starchy staples such as sweet potatoes, cassava, yams and sago) is not traded internationally; however, oil palm, coffee and cocoa are major exports. A large share of agricultural production undergoes little value-added through processing and much of it is consumed by farm households themselves. Thus, there would appear to be substantial scope for increases in employment and incomes through further development of the broader agrifood system, including agroprocessing, trade and transport, and food services. Subsistence farming typically dominates agriculture during the earliest stages of development; as agricultural productivity rises; however, farmers start to supply surplus production to markets, thus creating job opportunities for workers in the nonfarm economy both within and outside of agrifood sectors (Haggblade, Hazell, and Dorosh 2007). Rising rural incomes generate demand for more diverse products, leading to more processing, packaging, transporting, trading, and other nonfarm activities. In the early stages of agricultural transformation, the agriculture sector serves as an engine of rural and national economic growth. Eventually, urbanization, the nonfarm economy, and nonagricultural incomes play more dominant roles in propelling agrifood system development, with urban and rural nonfarm consumers creating most of the demand for agricultural outputs via value chains connecting rural areas to towns and cities (Dorosh and Thurlow 2013). The exact nature of this transformation process varies across countries because of the diverse structure of their economies and the unique growth trajectories of their various agrifood and nonfood subsectors. This paper describes the current and changing structure of PNG’s agrifood system (AFS) and evaluates the potential contribution of different value chains to accelerate agricultural transformation and inclusiveness. We start by offering a simple conceptual framework of the AFS and then compare PNG’s AFS to that of other countries at different stages of development. We go on to disaggregate PNG’s AFS across agricultural value chains, taking into consideration their different market structures and historical contribution to economic growth and transformation. Finally, we use a forward-looking economywide model to assess the diverse contributions that specific value chains can make to each of a set of broad development outcomes. We conclude by summarizing our main findings.

With annual population growth of 3.0 percent during that period, the living standards of Malian people improved only modestly. In 2020, the global COVID-19 pandemic caused a significant slowdown in economic growth, while an increase in armed insurgencies by domestic terrorist groups also had an adverse effect on the economy. Mali’s GDP growth is projected to reach 4.0 percent in 2023 and 2024 (World Bank 2023b), suggesting the economy is inching back toward its prepandemic growth trajectory. Agriculture remains an important sector, accounting for 40 percent of GDP and more than 60 percent of employment in Mali. In this brief, we unpack the historical and projected economic growth trajectory further to better understand the role of agriculture as well as the broader agrifood system (AFS) in the performance and transformation of the economy of Mali.

Book excerpt: Agriculture in the Democratic Republic of Congo (DRC) is dominated by subsistence farming. Households grow food mainly for their own consumption and sell only when they have a surplus. The main crops are cassava, maize, yams, plantains, and rice (FAO 2019). Commercial farming of cash crops such as coffee, palm oil, rubber, and sugar is done on a smaller scale. With constant political instability, infrastructure deficiencies, and lack of investment in DRC, the expansion and productivity of commercial farming have been constrained (World Bank 2020). Livestock and fisheries are also important agrifood subsectors and face constraints similar to the crop subsectors. Despite these challenges, DRC possesses robust agricultural potential due to its vast arable land resources, abundant water resources, and its diverse climatic conditions, which are suitable for a wide variety of crops. There is also potential for further development of the fisheries sector due to the country’s extensive river system and large lakes. In this brief, we look beyond primary agriculture to understand the recent performance of DRC’s broader agrifood system (AFS) and how it is contributing to growth and transformation in the country.

Book excerpt: Small and medium agrifood enterprises (SMAEs) such as processors, transporters and other service providers, play an important role in achieving sustainable development objectives. For instance, they connect farmers to urban markets; make significant investments in rural areas; provide employment to vulnerable populations such as women and youth; and propel the modernization of agrifood value chains. In sub-Saharan Africa, where agriculture comprises 53 percent of total employment and 15.5 percent of gross domestic product, supporting SMAEs can have great implications for pro-poor growth and rural transformation. To support SMAEs in fulfilling their potential, the Food and Agriculture Organization of the United Nations (FAO) has been dedicating research to better understand their policy and technical needs. This publication is such output and aims to provide an assessment of the policy and institutional framework in Senegal shaping the business models of small and medium agrifood processors. This systemic appraisal of Senegal’s business enabling environment for SMAEs was cross-fertilized with an analysis of the business models of three rice millers, resulting in a related FAO technical study 'The role of small and medium agrifood enterprises in food systems transformation: the case of rice processors in Senegal'. The analyses were carried out using a multidisciplinary agrifood systems approach, which looks at policies and institutions related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. Due to its well-articulated policy documents and the extensive research on various aspects of the business enabling environment conducted in the country, Senegal represents a compelling case to illustrate the links between policies and the activities of agrifood processors.

First, it aims to learn from small and medium sized agrifood manufacturers about the role they play in food systems transformation in Senegal and the policy reforms required to harness their potential. Second, and more specifically, it gleans lessons from structured interviews with Senegalese rice millers, based on their day-to-day realities, highlighting the business creativity used by these firms in order to deal with difficult enabling environments. Third, the methodology adopts a food systems approach to analyze the target enterprises; cross fertilizing different disciplinary perspectives in order to develop evidence for the public sector on integrated policy making that better supports the role of small agrifood enterprises in sustainable transformation. Finally, the study shares ideas about innovations related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. An important contribution of this work is to demonstrate the multidimensional and complex nature of the environment within which agrifood manufacturers do business, and the need for the public sector to harness their potential to reduce poverty through off-farm employment generation and to improve food security through the sustainable supply of affordable and nutritious food to domestic and export markets.

Structural transformation captures a country's level of dependence on agriculture, while rural transformation captures productivity in the agricultural sector. In particular, agri-food system and employment transitions influence structural and rural transformation and shape the spatial distribution of populations by influencing where people live, work and eat, all of which closely relate to food system transitions.Using country-level data from 85 low- and middle-income countries (LMICs), this paper outlines a food systems index (FSI) and analyses the linkages between food systems and structural and rural transformation, as well as population distributions.It also selects a number of policy-relevant variables from World Development Indicators and uses machine learning methodology to shed light on patterns related to institutions, female empowerment, infrastructure, and health.The paper finds that countries in the lowest FSI group will see their youth populations more than double in the next 30 years, indicating that the food system investments of today will affect one third of global youth in the future. It also finds that structural transformation is a necessary but not sufficient condition for desirable food system outcomes. Rural transformation by itself without structural transformation is not enough either. For LMICs, broad development interventions are more important to progress food systems.

Making agriculture more sustainable – productive, environmentally friendly, resilient and profitable is fundamental, as agriculture remains the main source of livelihood for the majority of the world’s poor and hungry. The pathway towards sustainable agriculture must ensure increasing output, but also make more efficient use of increasingly scarce global resources, be resilient to and help mitigate climate change, and improve human well-being. This technical study examines the key factors driving changes in trends in the indicators of sustainable agriculture and provides decision-makers with insights into viable options for achieving this goal. The study identifies five key groups of drivers that most influence these indicators globally. The ways in which each driver affects the multiple dimensions of sustainability highlights the interconnections, synergies and trade-offs that must be managed in different global contexts to achieve agricultural sustainability. The analysis can help decision-makers operating in different country contexts to identify practical solutions to ensure that their interventions contribute positively to a more sustainable agriculture.

The main message of Digital Senegal for Inclusive Growth is that broader use of productivity-enhancing technologies by households and enterprises can generate such jobs, including for lower-skilled people. Adoption of better technologies can support both Senegal’s short-term objective of economic recovery and its vision of economic transformation with more inclusive growth. But this is not automatic. This book leverages a novel survey instrument that measures adoption of technologies at the firm level. Results from this survey show that there is a large average technological gap in Senegal relative to firms in Brazil, in the range of 36 and 30 percent for extensive (whether firms use it at all) and intensive (the most frequently applied) uses of better technologies such as for business administration. Except for a small number of firms, enterprises still mostly use manual, analog technologies to perform general and sector specific business functions. Micro-size informal enterprises lag even further. The benefits from technology adoption are significant. Digital technologies are an enabler of economy-wide productivity and jobs growth by catalyzing adoption of complementary technologies, including many not accessible without digital infrastructure. For households, mobile internet coverage is associated with 14 percent higher total consumption, as well as a 10 percent lower extreme poverty rate—and jobs with higher earnings. Firms with better technologies have higher levels of productivity, generate more jobs, and increase the share of lower-skilled workers on their payroll, on average: an increase in technological sophistication across general business functions that the firm uses most intensively, such as using standard software rather than writing by hand for business administration, is associated with a 14 percent higher jobs growth rate. For these and other inclusive growth benefits to be realized, Senegal should focus on ensuring availability of affordable digital infrastructure and implementing targeted incentives to promote use by firms of better technologies as well as policies to narrow deepening digital divides across enterprises and households.

Book excerpt: This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.
