This is Julian Simon's contention, and he provides support for its validity in both more and less-developed countries. He notes that since each person constitutes a burden in the short run, whether population growth is judged good or bad depends on the importance the short run is accorded relative to the long run. The author first analyzes empirical data, formulating his conclusions using simulation models. He then reviews our knowledge of the effect of economic level upon population growth. A final section of his book considers the framework of welfare economics and values within which population policy decisions are now made. He finds that the implications of policy decisions can prove inconsistent with the values that prompt their recommendation. Originally published in 1977. Book excerpt: Volume 1: Econometric General Equilibrium Modeling presents an econometric approach to general equilibrium modeling of the impact of economic policies. Earlier approaches were based on the "calibration" of general equilibrium models to a single data point. The obvious disadvantage of calibration is that it requires highly restrictive assumptions about technology and preferences, such as fixed input-output coefficients. These assumptions are contradicted by the massive evidence of energy conservation in response to higher world energy prices, beginning in 1973. The econometric approach to general equilibrium modeling successfully freed economic policy analysis from the straitjacket imposed by calibration. As a consequence of changes in energy prices and new environmental policies, a wealth of historical experience has accumulated over the past two decades. Interpreted within the framework of the neoclassical theory of economic growth, this experience provides essential guidelines for future policy formation. Volume 2: Energy, the Environment, and Economic Growth presents a new econometric general equilibrium model of the United States that captures the dynamic mechanisms underlying growth trends and responses to energy and environmental policies. Jorgenson uses the model to analyze the impacts of environmental regulations on US economic growth and tax policies for controlling U.S. emissions of carbon dioxide.

Book excerpt: The standard image of Indian society emphasizes its largely agrarian economy and parochial outlook, yet this image ignores the major economic and political role of commerce and artisan production. This book presents a study of one of the most important artisan-merchant communities, the weavers, who form the second largest sector of the south Indian economy. It thus offers an important corrective to the unbalanced picture that we have of Indian social organization from those accounts that have focused almost exclusively on agrarian society. Professor Mines traces the role of the weaver-merchants in the organization, of south Indian states and society from the medieval period to the present, and shows that at times in their history they rivalled the status and power of the agriculturalists. He also demonstrates that, far from being provincial, the weavers have for centuries maintained supralocal organizations to administer their affairs and represent their interests. As the political economy has changed, so they have modified their organizations and created new ones better to fit changing conditions and interests.

Book excerpt: In 1952, Professor Allan Holmberg arranged for Cornell University to lease the Hacienda Vicos, an agricultural estate in the central Peruvian highlands on which some 1800 Quechua-speaking highland peasants resided. Between 1952 and 1957 Holmberg, with colleagues and students, initiated a set of social, economic, and agrarian changes, and nurtured mechanisms for community-based management of the estate by the resident peasants. By the end of a second lease in 1962, sufficient political pressure had been brought to bear on a reluctant national government to force the sale of Vicos to its people. Holmberg's twin goals for the Vicos Project were to bring about community possession of their land base and to study the process as it unfolded, advancing anthropological understanding of cultural change. To describe the process of doing both, he invented the term 'participant intervention.' Despite the large corpus of existing Vicos publications, this book contains much information that here reaches print for the first time. The chapter authors do not entirely agree on various key points regarding the nature of the Vicos Project, the intentions of project personnel and community actors, and what interpretive framework is most valid; in part, these disagreements reflect the relevance and importance of the Vicos Project to contemporary applied anthropologists and the contrasting ways in which any historical event can be explained. Some chapters contrast Vicos with other projects in the southern Andean highlands; others examine new developments at Vicos itself. The conclusion suggests how those changes should be understood, within Andean anthropology and within anthropology more generally.
