Building permits and infrastructure contracts are examples of state-issued goods. Traffic tickets and tax liabilities are examples of costs levied by the state. These and other corruption vulnerabilities turn to actual threats when officials calculate that the benefits of abusing their power are greater than the penalties associated with getting caught. By a similar logic, the formula for corruption control requires increasing the probability of detecting corruption (that is, of activating the eye) through enhanced monitoring and then credibly threatening to apply the appropriate penalty in response to wrongdoing (cracking the whip). Notably, the common policy response to corruption often emphasizes only the first of the two mechanisms. Governments prioritize transparency measures but avoid the risks associated with confronting corruption. Therefore, as a means to improve on the current state of affairs, this book examines distinct approaches to promoting accountability, especially accountability among the set of unelected officials responsible for regulating the built environment. It analyzes the results of field experiments on corruption control conducted in the City of Querétaro in central Mexico, urban and peri-urban districts in Peru, and two of New York City's boroughs. It analyses the securitisation of climate change in four different countries: USA, Germany, Turkey, and Mexico. The empirical analysis traces how specific climate-security discourses have become dominant, which actors have driven this process, what political consequences this has had and what role the broader context has played in enabling these specific securitisations. In doing so, the book outlines a new and systematic theoretical framework that distinguishes between different referent objects of securitisation (territorial, individual and planetary) and between a security and risk dimension. It thereby clarifies the ever-increasing literature on different forms of securitisation and the relationship between security, risk and politics. Whereas securitisation studies have traditionally focused on either a single country case study or a global overview, consequently failing to reconstruct detailed securitisation dynamics, this is the first book to provide a systematic comparative analysis of climate security discourses in four countries and thus closes an empirical gap in the present literature. In addition, this comparative framework allows the drawing of conclusions about the conditions for and consequences of successful securitisation based on empirical and comparative analysis rather than theoretical debate only. The information of each country is presented in relation to two aspects: the construction of a public policy style in each country and the results and impacts on urban public policies implemented in specific cities within the national frameworks. The first means the emergence of a public policy framework and its materialization in public policy instruments. In this regard, the book raises the following questions: To what extent have the SDGs come to generate a common framework for cities in the countries? And how Urban SDGs are translated to national urban policies? The second, results and impacts at the local level, is related to two aspects: a) substantive: the goals of the policy and b) procedural: management aspects related to the policy design, governance, and institutional capacity building.

He finds (1) that annuity insurance companies paying higher broker commissions paid lower annuity rates; and (2) a structural break of the long-run elasticity of annuity rates to the risk-free rate in 2001. Moreover, this structural break coincided with the submission of a new draft pension law proposing greater transparency in annuity markets and a generalized drop in broker commissions. The high commissions charged in the 1990s were partly returned to annuitants as informal (and illegal) cash rebates. Myopic pensioners preferred cash rebates over present values. Thus, the legal threat caused the drop in broker commissions, reduced the illegal practice of cash rebates, increased competition by way of annuity rates, and raised the long-run elasticity to one."--World Bank web site.
