We ask two questions: (i) Had they chosen not to migrate, what would be the performance of return migrants compared to the non-migrants? and (ii) What would be the performance of non-migrants had they decided to migrate and return? Both the selection estimates and the semi-parametric approach allow us to conclude that the flows of return migrants are negatively selected. We find that, had they decided to migrate and come back, the non-migrants would have earned more than twice the wages of return migrants.

Book excerpt: Return migrants often come from either the top or bottom part of the foreign-born income distribution, leading to a U-shaped pattern of self-selection. A common explanation for the U-shape is that the low-earners return home because they fail in the labor market, while the high-earners return home because they quickly hit savings targets. However, a simple model demonstrates that the self-selection of return migrants is U-shaped if the costs of migration are higher for low-skilled individuals. I test this model using data on migrants' intentions to return home, which are formed prior to potentially failing in the labor market. In addition to proposing that this model explains the U-shape found in many contemporary data sets, I show that the U-shape exists for a sample of migrants entering Ellis Island during the early 20th century.

Existing literature has not addressed how estimating the impact of return migration on entrepreneurship is affected by double unobservable migrant self-selection, both at the initial outward migration and at the final inward return migration stages. This paper exploits exogenous variation provided by the civil war and the incidence of agricultural plagues in Mozambique, as well as social unrest and other shocks in migrant destination countries. The results lend support to overall negative unobservable return migrant self-selection, which results in an under-estimation of the effects of return migration on entrepreneurial outcomes when using a 'naïve' estimator that does not control for self-selection at both the initial migration and at the final return migration stages.

Book excerpt: A ban on migration from Suriname, a former Dutch colony, to the Netherlands induced a mass migration and changed the selection of migrants. We exploit this historical episode to study the relationship between the self-selection of migrants and their long-term economic integration over three generations. 'Beat-the-ban' migrants, those arriving just before the ban, are negatively selected compared to economic migrants arriving earlier. This difference in selection is reflected in the outcomes of the first generation. However, the inequality in outcomes between differently selected migrants is not persistent. The offspring of negatively selected migrants has a faster catch-up to natives which can be explained by inequities in the country of origin.

More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.
