Democratic institutions are frequently designed by the outgoing authoritarian regime to shield incumbent elites from the rule of law and give them an unfair advantage over politics and the economy after democratization. Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. The study provides wide-ranging evidence for these claims using data that spans the globe and dates from 1800 to the present. Albertus and Menaldo also conduct detailed case studies of Chile and Sweden. In doing so, they explain why some democracies successfully overhaul their elite-biased constitutions for more egalitarian social contracts.

Based on extensive documentation of military decision-making, much of it long classified and unavailable, this book reconstructs the politics of institutions within the recent Chilean dictatorship (1973–1990). It examines the structuring of institutions at the apex of the military junta, the relationship of military rule with the prior constitution, the intra-military conflicts that led to the promulgation of the 1980 constitution, the logic of institutions contained in the new constitution, and how the constitution constrained the military junta after it went into force in 1981. This provocative account reveals the standard account of the dictatorship as a personalist regime with power concentrated in Pinochet to be grossly inaccurate.

Book excerpt: Postmodernism may seem a particularly inappropriate term when used in conjunction with a region that is usually thought of as having only recently, and then unevenly, acceded to modernity. Yet in the last several years the concept has risen to the top of the agenda of cultural and political debate in Latin America. This collection explores the Latin American engagement with postmodernism, less to present a regional variant of the concept than to situate it in a transnational framework. Recognizing that postmodernism in Latin America can only inaccurately be thought of as having traveled from an advanced capitalist "center" to arrive at a still dependent neocolonial "periphery," the contributors share the assumption that postmodernism is itself about the dynamics of interaction between local and metropolitan cultures in a global system in which the center-periphery model has begun to break down. These essays examine the ways in which postmodernism not only designates the effects of this transnationalism in Latin America, but also registers the cultural and political impact on an increasingly simultaneous global culture of a Latin America struggling with its own set of postcolonial contingencies, particularly the crisis of its political left, the dominance of neoliberal economic models, and the new challenges and possibilities opened by democratization. It has long been apparent to those in the field of paleoanthropology that the human fossil remains from the site of Sunghir are an important part of the human paleoanthropological record, and that these fossil remains have the potential to provide substantial data and inferences concerning human biology and behavior, both during the earlier Upper Paleolithic and concerning the early phases of human occupation of high latitude continental Eurasia. But despite many separate investigations and published studies on the site and its findings, a single and definitive volume does not yet exist on the subject. This book combines the expertise of four paleoanthropologists to provide a comprehensive description and paleobiological analysis of the Sunghir human remains. Since 1990, Trinkaus et al. have had access to the Sunghir site and its findings, and the authors have published frequently on the topic. The book places these human fossil remains in context with other Late Pleistocene humans, utilizing numerous comparative charts, graphs, and figures. As such, the book is highly illustrated, in color. Trinkaus and his co-authors outline the many advances in paleoanthropology that these remains have helped to bring about, examining the Sunghir site from all angles.

What properties of music enable it to stir up emotions which may go far beyond just feeling generally pleased, and which may express themselves, for instance, in weeping; in laughing; in trembling over the whole body; in a marked acceleration of breathing and heartbeat; in participating in the rhythm with the head, the hands, the arms, and the feet? From the beginning of musical theory the answer to this question has been sought in two different directions.

In this book, Baker marshals public opinion data from eighteen Latin American countries to show that most of the region's citizens are enthusiastic about globalization because it has lowered the prices of many consumer goods and services while improving their variety and quality. Among recent free-market reforms, only privatization has caused pervasive discontent because it has raised prices for services like electricity and telecommunications. Citizens' sharp awareness of these consumer consequences informs Baker's argument that a political economy of consumption has replaced a previously dominant politics of labor and class in Latin America.
