This volume examines the current state of, and perspectives for, Social Europe, as well as key issues in European social policy, including the posting of workers, the impact of the free market and regulations on social convergence, work automation, digitalisation, taxation and democracy in the workplace. The aim of this volume is to identify a course to be followed in integrating the EU’s social policies and point to areas in which co-operation between member states is likely to produce best results. While a Social Europe was previously seen to be a natural consequence of political and economic integration, it is now viewed as a separate area that requires active policies to preserve the European project. The EU’s big question today concerns the level at which this policy should be pursued: the volume’s contributors outline difficulties with harmonising social policies across the Union, but they nevertheless argue that, owing to the common challenges faced by Europe, the idea of a Social Europe must not be abandoned and requires specific action. The volume consists of 11 chapters written by a variety of expert authors, analysing the idea of a Social Europe and proposing ways in which it could be put into practice. Social policy can no longer be seen as derived from economic policy but rather as a separate driver of development that could be of interest to the northern, southern and eastern states of the EU. Book excerpt: Competitiveness, resilience, and convergence were topics that for decades were listed among the hot issues that have animated the scientific and political debates in the area of economic growth and economic development. For the new member states (NMS) of the European Union, which have accessed the Union since 2004, competitiveness and cohesion became from the first days of their EU membership key topics on their national policy agendas, both as directives of the EU policies to be transposed and implemented nationally and as genuine domestic concerns to be addressed by each of the NMS, while resilience revealed its importance a little bit later, on the occasion of the global economic crisis of 2008-2010 and subsequent recession. Considering their importance for the current and future socioeconomic development of the new member states, the authors present and briefly analyze the topics of competitiveness, resilience, and cohesion in a joint framework, at regional level, based on their common roots within the economic growth and development theories, with the help of a minimal, but powerful, set of relevant indicators, over three significant recent periods: ante-crisis, crisis, and post-crisis. The findings point toward both different and similar competitiveness, resilience, and convergence developments within the new member states and across countries, regions, and periods, also revealing growth and adaptation patterns similar to those found in the more developed regions and countries of the EU, especially in the wake of the global economic crisis.

The applicant states from Eastern Europe are much poorer than the current member states from Western Europe. Their democracy and in some cases even their statehood is newly established and presumably more fragile. Their economic, legal and administrative structures are less developed. This collection of essays will try to examine the origin, nature, scale and implications of this divergence. How much divergence is likely to be imported by the Union and will it hamper the process of European integration? This volume looks at differences and similarities in the field of macro-economics, welfare systems, democracy, institutional infrastructure, civic orientations and popular culture. The book shows that the map of convergence and divergence in the future EU will be very complex and will not correspond exactly with the old east-west divide. Moreover, the division lines are constantly changing with the enlargement process representing an important factor pushing individual states into a single regulatory frame, if not in a common political direction. However, there are other "unifying" factors at play: globalization produces different models and loyalties than Europeanization. Moreover, the European pulling effect works unevenly in different functional fields and in different countries. There are also many factors that produce greater divergence rather than convergence across the European Union; a certain degree of divergence is thus unavoidable. The book shows, in particular, that certain types of divergence can be beneficial rather than merely detrimental in the process of Europeanintegration.

The study finds that Member States are converging towards better socioeconomic conditions, notwithstanding the negative effects of the crisis, although income inequality across the EU population has increased. The brief also discusses a possible policy option for enhancing convergence, and avoiding divergence, within the EU – a European minimum wage.

Book excerpt: The European Pillar of Social Rights is designed to act as a compass for a renewed process of upward convergence among Member States towards better working and living conditions. It is accompanied by a social scoreboard to monitor the progress made by Member States. This policy brief presents the results of an investigation into the upward convergence patterns of the headline indicators of the social scoreboard and the relationship between convergence and the business cycle from 2008 to 2018. The results show that although the economic crisis that engulfed Europe from 2008 slowed down the convergence of Member States on some indicators, upward convergence on several has been restored, including the indicators on employment and risk of poverty. While the analysis uncovers different dynamics of upward convergence for most indicators, some very stable and some more unstable, few indicators still show a downward trend over the decade.

Book excerpt: In the wake of an economic crisis that had a very uneven impact on social outcomes across EU Member States, EU leaders and policymakers have come to acknowledge that to make social Europe a reality, social convergence must be given an equal footing to economic convergence in policymaking. In this context, and with rising concern over disparities in the social progress of Member States, Eurofound has established a research strand to provide the evidence on whether and where socioeconomic trends are converging or diverging across countries. This report establishes a conceptual framework to support Eurofound's research on convergence. It develops a methodological strategy to examine convergence and applies it to investigate patterns across the EU in 37 indicators. These encompass four areas of the social domain: employment, working conditions, living conditions and socioeconomic factors. It finds that since the crisis, there has been upward convergence in 23 of the indicators.
