Experts have long debated whether some countries in the region can be classified as failed states. While various states in the Americas have been labeled as failed states, calling a country a failed state is quite controversial and requires a precise definition of what constitutes a failed state. This book instead discusses fragile states in the Americas. Fragile states are weak states that are fertile grounds for organized crime groups and illegal actors as such groups are able to infiltrate the state apparatus through corruption. The goal of this book is to examine fragile states in the region and the major security challenges that these states face. The cause of state fragility is different for various states. Theoretically, the work will conceptualize the meaning of fragility as it relates to state survival and autonomy. Empirically, the book focuses on contemporary threats to the survival of fragile states in the Americas. The book explains and analyzes the main political, security, and economic challenges of these states. It employs a wide array of cases that delve into the security and economic threats and priorities of states in the Americas.

Using a series of case studies to show how role conflict has operated in Mexico’s foreign policy, Omar Loera-González studies three specific settings where Mexico could have displayed middle-power behaviour. First, he analyses Mexico’s controversial membership and performance in the Iraq crisis within the Security Council of the United Nations from 2002 to 2003. The second case study examines Mexico’s ambition to display a regional leadership role in regional multilateral bodies like the Community of Latin American and Caribbean States (CELAC) and the Pacific Alliance (PA). In the third and final case study, Loera-González focuses on Mexico’s engagement in human rights and democracy promotion. Conflicting expectations from several actors – domestic and external – have led to a foreign policy contradictory to what is expected for a country with Mexico's material capabilities and its foreign policy objectives. This book will be of interest to graduate students and researchers who work on and with foreign policy analysis and role theory, or to those with a research interest on Mexico.

However, not all reform attempts fared equally well. Why do some governments succeed in implementing market reforms while others fail? Why might the same government succeed in one policy area but not another? Market Reforms in Mexico explores these central questions by examining Mexico's reform experience in privatization, deregulation, and environmental policy. More than simply a book on 'Mexican politics,' this study speaks to the broader political dynamics behind the success or failure to implement reforms; first, by assessing new policy initiatives in multiple arenas across presidential administrations in Mexico, then by comparing Mexico's privatization experience to that of Argentina's. Through structured, focused comparison of select case studies, the author argues that the fate of dramatic reform initiatives turned on coalition politics (both inside and outside the state), and explains how institutional dynamics and the capacity to solve the problem of policy 'costs' strongly affected reformers' prospects of success.

Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.
