Despite early successes, however, his ambitious northern campaign foundered and ultimately failed. Adam Claasen for the first time reveals the full story of this neglected episode and shows how it helped doom the Third Reich to defeat. Hitler and Raeder, the chief of the German navy, were determined to take and keep Norway. By doing so, they hoped to preempt Allied attempts to outflank Germany, protect sea lanes for German ships, access precious Scandinavian minerals for war production, and provide a launchpad for Luftwaffe and naval operations against Great Britain. Beyond those strategic objectives, Hitler also envisioned Norway as part of a pan-Nordic stronghold—a centerpiece of his new world order. Although fought by light units with no dreadnoughts involved, Otranto was a battle in three dimensions -- engaging surface vessels, aircraft, and subsurface weapons (both submarines and mines). An attempt to halt the movement of submarines into the Adriatic using British drifters armed with nets and mines led to a raid by Austrian light cruisers. The Austrians inflicted heavy damage on the drifters, but Allied naval forces based at Brindisi cut off their withdrawal. The daylight hours saw a running battle, with the Austrians at considerable risk. Heavier Austrian units put out from Cattaro in support, and at the climactic moment the Allied light forces had to turn away, permitting the Austrians to escape. In the end, the Austrians had inflicted more damage than they suffered themselves. The Otranto action shows the difficulties of waging coalition warfare in which diplomatic and national jealousies override military efficiency.

The U-boat war hung precariously in the balance, the lack of well trained and properly equipped aerial reconnaissance suddenly assuming greater importance than ever before. During 1943 the nature of Germany’s war mutated and by its close the Allies were on the offensive in nearly all theatres. This volume resumes the story with Operation Torch in November 1942, when Germany faced an Allied seaborne invasion of North Africa that it was ill-equipped to counter by land, sea or air; and the spectre of even greater invasion armadas loomed on both the southern and western fronts during the months that followed. Facing the Russians, maritime air units were stripped to the bone, those precious few formations available shunted rapidly between military crisis points until barely able to function. The rise of Luftwaffe maritime operations described in the author’s first volume now became, from 1942 onwards, a fall of catastrophic proportions as frequently undertrained crews flew increasingly obsolete aircraft against odds that had become overwhelming. The Luftwaffe was paying the price for its pre-war lack of cohesive strategic planning, none more so than its beleaguered maritime specialists. The author covers this story across all the theatres of the war and in doing so gives the reader a complete and coherent picture of all the Luftwaffe’s naval operations.
