Book excerpt: The security situation in Nigeria appears to be speaking unintelligible language only terrorists and insurgencies can understand that is elusive to conventional security. Without security, a country is at the mercy of innumerable threats, and thus vulnerable, and, most crucially, the human capital for sustainable development becomes a quagmire. This paper however identified human capital as driver of sustainable development and veritable tool for national investment. The expression is that through this medium Nigeria can formulate policies, and thus sharpen her economy for the common good of her citizens. The paper therefore contends that, the overwhelming characterization of human capital development vis-à-vis the technological implications and socioeconomic challenges of globalization trends are catalysts for national development. It is against this politics of globalization that the paper interrogates the relationship between insecurity and human capital development with Democratic Peace Theory and analyzed the significance of human capital in the overall development of Nigeria. The findings revealed that insecurity is a pivotal factor hindering human capital for sustainable development. The methodology utilized in this study was a desk-based library technique where the knowledge gained from various historiographical, theoretical, and empirical studies reviewed form the basis for conclusion.

It is intended for policy makers, academics, activists and development partners - indeed anyone who is curious about how to address inclusion in a world that is witness to intense demographic, spatial, economic and technological transitions. Placing the discussion of social inclusion within such global transitions and transformations, it argues that social inclusion is an evolving agenda. While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.

While the state adopts different models to combat the security challenges generated, the deficits in the management of security sector governance becomes an issue of great concern and need to be factored as a critical component for maintaining and sustaining development and human security. This is against the backdrop that the law enforcement system in Nigeria is fraught with a lot of issues and challenges that negatively impact on development. This paper therefore reviewed the human security challenges facing the Nigerian state and critically examined the role that security sector governance plays in addressing those developmental challenges. The paper adopted a historical approach and qualitative descriptive method of research and also human security provisioning as theoretical framework for analysis. The paper concluded that a comprehensive reform of the of the security sector with a standard set for security governance remains critical to efforts aimed at addressing the developmental challenges of Nigeria.

These cases mostly come up as a result of political, tribal, social, economic, religious or even boundary disputes. The primary responsibilities for addressing these challenges have been blamed on the Africans themselves. This is because it is the African teachers who will provide the education their children need to be economically productive and politically effective. African business people need to create the industries that will generate the jobs African workers need. This will reduce idleness and discourage tribal conflict. African parents need to give their children the love, security, and discipline they need to grow into responsible and courageous adults. African political leaders need to make the changes that will reduce corruption and generate the laws, policies, and practices needed to enable and encourage these preceding non-political efforts capable of ensuring reliable security. Even the Fulani herdsmen and farmers conflict today is a land resource based conflict in North-Eastern Nigeria. The Aguleri/Umuleri in Anambra East Local Government Area of Anambra State in Nigeria, a dispute over farm land and grazing land issues, to mention a few, remains a case at hand. Our findings show that the people being governed have lost confidence on their government, who are more concerned with their individual well being. The security challenges of the people mean nothing to them. The security agents lack the maintenance of team spirit required within the service; they lack the maintenance of a disciplined and professional workforce; they are not gender sensitive; they do not promote, protect and respect the human rights of the people they are expected to protect, especially the less privileged one. As such the community felt the need to protect their lives and properties.This paper wish to look into shared security and community policing as a solution to all these security challenges facing the continent of Africa in general and Nigeria in particular, so as to see the possibility of achieving sustainable African development.
