Book Security sector reform in transforming societies

Download or read book Security sector reform in transforming societies written by Timothy Edmunds and published by Manchester University Press. This book was released on 2018-07-30 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is about the relationship between societies and their security forces at times of great political and societal change. It uses the experiences of Croatia, Serbia and Montenegro to examine the control, management and reform of armed forces, police and intelligence agencies in the aftermath of conflict and authoritarianism. The book assesses the theory and practice of security sector reform programmes in the context of Europe and the Western Balkans, the relationship between security sector reform and normative international policy more generally, and the broader dynamics of post-conflict and post-authoritarian transformation. In so doing it addresses two underlying questions. First, how and in what ways does reform in the security sector interrelate with processes of domestic political and societal transformation, particularly democratisation. Second, how and in what ways do these processes relate and respond to internationally-driven efforts to promote a particular type of security sector reform as a component of wider peacebuilding and democracy promotion strategies.

Book The Politics of Security Sector Reform

Download or read book The Politics of Security Sector Reform written by Dr Greg Simons and published by Ashgate Publishing, Ltd.. This book was released on 2013-03-28 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: Security Sector Reform (SSR) is increasingly becoming a cornerstone in international security and development cooperation. Indeed, the concept has often been seen as a panacea for many of the biggest threats to the world such as failed states, terrorism and poverty. In particular, this book focuses on the complexities of implementation of SSR across the globe and the actual and potential role for the European Union (EU) to play in SSR. As suggested in the title of the book, this involves not only opportunities, but challenges to be overcome as well. There are three core themes to this book: Policy, Policies and Practice. By presenting the themes in this particular order a greater appreciation of the influences on the process of SSR, from conception to implementation is relayed to the reader. This volume appeals to audiences interested in the EU as a global actor and the interrelationships between foreign, security, defence and development policies.

Book EU Accession and Security Sector Reform

Download or read book EU Accession and Security Sector Reform written by Arthur Hideo Alexejew and published by . This book was released on 2014 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: As of 1 July 2013, Croatia joined the EU as the first member state from the Western Balkans. Three of the current five candidate countries are from the same region that saw the end of dictatorship in the early 1990s followed by a series of military conflicts for almost a decade. It is arguably a challenge for the EU to include these countries and, therefore, the accession process for these candidate countries differs from previous accessions. Particular attention needs to be given to the reform of the security sector. This master's thesis sets out to research security sector reform in the accession process of candidate countries from the Western Balkans. For this purpose, the European Commission's Progress Reports of the past five years have been reviewed for reforms conducted in the security sector. Contrary to the initial assumption, the review indicates that all of the three candidate countries make slow progress in their security sector reforms. This raised the question on the influence of the EU's accession process on these countries in this particular reform issue. The subsequent discussion identified a combination of institutional factors on the part of the EU and specific domestic circumstances in the candidate countries on the other hand as possible explanation for the EU's decreased leverage in this issue. A further insight provided by this thesis is that given the sensitive nature of the security sector, research of reforms of core security actors such as the military or intelligence services requires special access to information.

Book Security Community Practices in the Western Balkans

Download or read book Security Community Practices in the Western Balkans written by Sonja Stojanović Gajić and published by Taylor & Francis. This book was released on 2018-07-04 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the early 1990s, the Western Balkans were the scene of prolonged and bloody inter-ethnic wars. Numerous issues remain unresolved; Bosnia is a dysfunctional state; Kosovo a disputed territory; Macedonia a fragile republic, however, it is hard now to imagine the renewal of inter-state armed conflict. Investigating the causes and mechanisms driving peaceful transformation in the Balkans, this book examines developments in the region and contributes to discussions on security community building. Focusing on how different professional communities work together in the creation of regional peace and security, it sheds new light on how diplomats, policemen, soldiers and others brought about the transformation from conflict to peace through their everyday practices. Conducted collaboratively by a research community based within the region, this volume will be highly relevant to scholars and researchers studying the Balkans, regional security, security communities and policymakers.

Book Reform and Reconstruction of the Security Sector

Download or read book Reform and Reconstruction of the Security Sector written by Alan Bryden and published by LIT Verlag Münster. This book was released on 2004 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Security sector reform (SSR) is widely recognised as key to conflict prevention, peace-building, sustainable development and democratisation. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction. Police reform has become an indispensible element in the spread of liberal democracy. Policing is distinguished by its ability to combine reasonable and forcible methods to preserve and spread liberal values. The book examines the reason police reform was introduced as a method of building consensus in Latin America and the Balkans and documents the development of its use in Africa, the Middle East and the Caucasus region. It illustrates how police p.
