Book excerpt: This book is the first systematic examination of the emerging arms race in Asia. The global trade in arms is to a large degree underpinned by the strong demand for arms in Asia and the Middle East, the two largest arms export markets in the world. Of these two regions Asia has become particularly significant, led by the emergence of China and India as major powers. It is therefore not surprising that the rapid military modernisation in Asia, accompanied by significant increases in the size and sophistication of armed forces, has generated attention as to its trends, key characteristics, causes and implications. This phenomenon, which has become evident since the end of the Cold War, has also been widely described as an Asian 'arms race'. This book evaluates the key conceptual ideas which can shed light on this phenomenon, as well as examining the complex mix of internal, external and technological factors that have led to its emergence. The volume explores the way in which the arms race is leading ultimately to three distinctive blocs in the emerging geostrategic landscape: a loose bloc of US allies in the region; a counter-bloc of potential US adversaries; and a neutral bloc of states with industrial age armed forces whose allegiances will vary according to circumstances and geostrategic developments. The Arms Race in Asia concludes that if the emerging arms race is left unchecked, it is likely that Asia will increasingly become a region of instability, marked by conflicts and interstate wars. However, in the post-Cold War era, Taiwan has experienced political and economic weakness in the face of the rising China, while Singapore, with its polity of one-party domination, has continued to strengthen its hard and soft power. (Mary) Turnbull's contributions to historical writing on Singapore extended from her 1962 thesis, published in 1972 as "The Straits Settlements, 1826-1867: Indian Presidency to Crown Colony", to her magisterial history of Singapore, first published in 1977 and re-issued in 2009 in an updated edition as A History of Singapore, 1819-2005. Her approach to history involved detailed work with documents and published materials, with a particular focus on political and economic history. One contributor to the present volume described the book as an "exercise in endowing a modern 'nation-state' with a coherent past that should explain the present." As styles in history evolved, younger scholars including some of her former students and colleagues began exploring new approaches to historical research that drew on non-English-language souce material and asked fresh questions of the sources. Mary enjoyed controversy and expected debate, and had a deep interest in these accounts, which were in many ways a natural progression from her own publications even when they raised questions about her interpretations and conclusions. Studying Singapore's Past had its origins in a conference organised to discuss her work. The volume includes ten contributions, some from long-established scholars of Singapore's history, others from a new generation of researchers. Their work offers an evaluation of established understandings of Singapore's history, and gives an indication of new directions that researchers are exploring. In publishing the book, the editor not only pays tribute to a distinguished historian but also seeks to make a contribution to the historiography of Singapore and to ongoing debates about Singapore's past.

Coupled with the ongoing terrorism and insurgency challenges from both radical religious extremists and also ethno-nationalist insurgencies, it is clear that some parts of Asia remain mired in armed rebellion despite decades of nation-building. While the situation in Afghanistan and Pakistan has obviously deteriorated, there is also a growing terrorist challenge, on top of armed insurgencies, in other parts of Asia. A common theme in armed rebellions in the region has been the lack of legitimacy of the state and the presence of fundamental causes stemming from political, economic or social grievances. Addressing rebellion in the region thus requires a comprehensive approach involving transnational co-operation, addressing fundamental grievances, and also the use of more innovative approaches, such as religious rehabilitation and reconciliation programmes.
