This narrower role has been accentuated by generational change in the technical community, as the scientists and engineers who conceived, built, and executed the programs that created the existing U.S. nuclear deterrent faded into history along with the long-term competition for technical improvements with the Soviet Union. There is thus today a clear need to impart to the new generation of nuclear policy experts the necessary technical context.That is the purpose of this paper. Specifically: to introduce a new generation of nuclear policy experts to the technical perspectives of a nuclear weapon designer, to explain the science and engineering of nuclear weapons for the policy generalist, to review the evolution of the U.S. approach to nuclear weapons design, to explain the main attributes of the existing U.S. nuclear stockpile, to explain the functions of the nuclear weapons complex, and how this all is integrated to sustain deterrence into the future.

The question of how states pursue nuclear weapons has received little attention. Seeking the Bomb is the first book to analyze this topic by examining which strategies of nuclear proliferation are available to aspirants, why aspirants select one strategy over another, and how this matters to international politics. Looking at a wide range of nations, from India and Japan to the Soviet Union and North Korea to Iraq and Iran, Vipin Narang develops an original typology of proliferation strategies—hedging, sprinting, sheltered pursuit, and hiding. Each strategy of proliferation provides different opportunities for the development of nuclear weapons, while at the same time presenting distinct vulnerabilities that can be exploited to prevent states from doing so. Narang delves into the crucial implications these strategies have for nuclear proliferation and international security. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

By drawing on documents only recently declassified, he shows that one of President Kennedy's compromises with the Soviets involved the removal of Jupiter missiles from Italy and Turkey, an arrangement concealed from both the American public and the rest of the NATO allies. Nash traces the entire history of the Jupiters and explores why the United States offered these nuclear missiles, which were capable of reaching targets in the Soviet Union, to its European allies after the launch of Sputnik. He argues that, despite their growing doubts, both Eisenhower and Kennedy proceeded with the deployment of the missiles because they felt that cancellation would seriously damage America's credibility with its allies and the Soviet Union. The Jupiters subsequently played a far more significant role in Khrushchev's 1962 decision to deploy his missiles in Cuba, in U.S. deliberations during the ensuing missile crisis, and in the resolution of events in Cuba than most existing histories have supposed.

Book excerpt: Underground facilities are used extensively by many nations to conceal and protect strategic military functions and weapons' stockpiles. Because of their depth and hardened status, however, many of these strategic hard and deeply buried targets could only be put at risk by conventional or nuclear earth penetrating weapons (EPW). Recently, an engineering feasibility study, the robust nuclear earth penetrator program, was started by DOE and DOD to determine if a more effective EPW could be designed using major components of existing nuclear weapons. This activity has created some controversy about, among other things, the level of collateral damage that would ensue if such a weapon were used. To help clarify this issue, the Congress, in P.L. 107-314, directed the Secretary of Defense to request from the NRC a study of the anticipated health and environmental effects of nuclear earth-penetrators and other weapons and the effect of both conventional and nuclear weapons against the storage of biological and chemical weapons. This report provides the results of those analyses. Based on detailed numerical calculations, the report presents a series of findings comparing the effectiveness and expected collateral damage of nuclear EPW and surface nuclear weapons under a variety of conditions.

Book excerpt: Thirty years ago, in 1988, the United States secretly moved to end once and for all Taiwan's nuclear weapons program, just as it was nearing the point of being able to rapidly break out to build nuclear weapons. Because intense secrecy has followed Taiwan's nuclear weapons program and its demise, this book is the first account of that program's history and dismantlement. Taiwan's nuclear weapons program made more progress and was working on much more sophisticated nuclear weapons than publicly recognized. It came dangerously close to fruition. Taipei excelled at the misuse of civilian nuclear programs to seek nuclear weapons and implemented capabilities to significantly reduce the time needed to build them, following a decision to do so. Despite Taiwan's efforts to hide these activities, the United States was able to gather incriminating evidence that allowed it to act, effectively denuclearizing a dangerous, destabilizing program, that if left unchecked, could have set up a potentially disastrous confrontation with the People's Republic of China (PRC). The Taiwan case is rich in findings for addressing today's nuclear proliferation challenges.
