This book examines the history of nation-building and national identity in Timor-Leste, and the evolution of a collective identity through two consecutive colonial occupations, and into the post-independence era. It charts the evolution of the idea of an East Timorese nation: its origins, its sources, and its competitors in traditional understandings of political community, and the distinct colonial visions imposed by Portugal or Indonesia. The author analyses the evolution of ideas of collective identity under the long era of Portuguese colonial rule, and through the 24-year struggle for independence from Indonesia from 1975 to 1999. Reflecting the contested history of the territory, these include successive attempts to define its members as colonial subjects in a wider ‘pluri-racial’ Portuguese empire, as citizens in an ‘integrated’ province of the Republic of Indonesia – and, of course, as a nation that demanded its right to self-determination. Finally, the host of nation-building tensions and fault lines that emerged after the restoration of independence in 2002 are discussed. Examining the history of debates and conflict over national identity, national history, cultural heritage, language policy, and relationships between distinct regions, generations, and language groups, this book will be of interest to academics in the fields of Asian studies, nationalism studies, and international and community development.

Last, but not least, its future success will also depend importantly, on how its leadership deals with past, namely, the continuing intra-elite divisions that are a legacy of its troubled history. They have to transcend past divisions and unite Timorese society for the future development of the country.The book ends with a set of recommendations for Timor-Leste and for the region, namely members of the Association of Southeast Asian Nations (ASEAN).

Book excerpt: There is a growing consensus that the international community's nation-building efforts have disproportionately focused on state-building - developing the capacity of the state and its institutions. Peace and security have been inextricably linked to state-building, in particular to the construction of a liberal democratic state and institutions. However, identity-building - developing a unifying national political community - is also a fundamental process of nation-building. Identity-building legitimises and consolidates the nation-state, guarding it against further fragmentation. The thesis critically assesses nation-building in Timor-Leste. Peace and stability in Timor-Leste were under threat from internal forces and not external ones, as had been the case during periods of Portuguese colonialism and Indonesian occupation, only a few years after achieveing independence on 20 May 2002. The emergence of the so-called east-west divide between Timorese from the eastern region,lorosa'e, and those from the western region, loromonu, during the 2006 crisis in Timor-Leste indicates that identity-building in Timor-Leste is fragile or even failing. In the post-independence period, contemporary lorosa'e andloromonu identities have become politicised in a divisive national discourse about the competing roles played by both groups during the resistance movement. The developing national political community in Timor-Leste appears to be weak and unable to contain strong regional identities. The thesis examines the political significance of the east-west divide in the post-crisis period, exploring the implications of its ongoing significance for nation-building in Timor-Leste, in particular for identity-building. The thesis argues that the divide poses a critical challenge to the emergence of new narratives of nationalism which support reconciliation in the post-independence period and consequently, to the development of a cohesive national political community.

Book excerpt: This book is the direct outcome of a panel on Timor-Leste entitled «How to build a new nation?» and organized in September 2007 in the framework of the EUROSEAS Congress in Naples. Among the more than 40 panels held, Timor-Leste's had been remarkably dense, with 20 presentations given by American, Australian, Brazilian, East-Timorese, French, German, Portuguese and Spanish researchers. At the time of this congress, the major event of 2006, which two years after continued to be called “the crisis”, was still foremost in people's minds, conversations, and researches. While other events or forewarning episodes had taken place before that date, no doubt that the crisis of 2006/2007 had finally prove to be a turning point, for the country itself, and maybe even more so for international actors. Though presented at first as a United Nations' success story, especially when the territory was under UN management from October 1999 (withdrawal of the Indonesian army) until 20 May 2002 (independence of the country), the unity of Timor-Leste was then in peril, deceiving the expectations that had prevailed during the resistance years. Its climax was the conflict between “those from the West” and “those from the East” (“Loromonu-Lorosae” or Firaku-Kaladi), and a violence which caused a wave of internal refugees (around 150,000 IDP- Internally Displaced People). Beyond the causes and effects of this political and military crisis which had then spread to civil society, the “crisis” had also directly or indirectly revealed a certain number of dysfunctions, notably the deficiencies of the UN preparations of independence and of the capacity of East Timorese governing bodies to manage and organize the country.

Book excerpt: This book examines international efforts to provide security in post-conflict sites and explains why internal security should be given precedence in statebuilding endeavours. The work begins by exploring the evolution of security sectors in mature liberal democratic states, before examining the attempts of such states to accelerate that evolutionary process in post-conflict sites through statebuilding and security sector reform. These discussions suggest interestingly different answers to the question of who should provide for internal security in international operations. When considering mature states, there are both practical and normative reasons as to why internal security has become the sole domain of police, with military forces being excluded from internal affairs. In peace and stability operations, on the other hand, difficulties with utilising police personnel have led to military forces being required to play internal security roles. This tension is investigated further through detailed case studies of three recent missions: Afghanistan, Timor-Leste and Solomon Islands. These case studies both reinforce and augment the practical and normative reasons for ensuring that internal security remains the domain of police. This then impacts upon peace and stability operations in two important ways. If we are to provide enduring security in post-conflict sites, we should both (i) prioritise internal security agencies in security sector reform efforts, and (ii) prioritise ways of enabling police to play internal security roles in the contributing mission. This book will be of much interest to students of statebuilding, peace and conflict studies, military studies, police studies, historical sociology, security studies and IR in general.

This book aims to shed light on the continuum of humanitarian crisis management, particularly from the viewpoint of major bilateral donors and agencies. Focusing on cases of armed conflicts and disasters, the authors describe the evolution of approaches and lessons learnt in practice when moving from emergency relief to recovery and prevention of future crises. Drawing on an extensive research project conducted by the Japan International Cooperation Agency Research Institute, this book compares how a range of international organizations, bilateral cooperation agencies, NGOs, and research institutes have approached the continuum in international humanitarian crisis management. The book draws on six humanitarian crises case studies, each resulting from armed conflict or natural disasters: Timor-Leste, South Sudan, the Syrian crisis, Hurricane Mitch in Honduras, the Indian Ocean earthquake and tsunami in Indonesia, and Typhoon Yolanda.
