Military planners who broaden their fields of study to include a partner nation's military, government, and economic capabilities approach the problem with a holistic understanding. Recently, the United States concluded two wars, planned to reduce the size of the U.S. Armed Forces, and planned to increase reliance on allied partners abroad. In the future, U.S. military and foreign allies will expand partnerships while maintaining a global presence through security cooperation activities. Security cooperation activities train and equip partner militaries, while security sector reform increases a government's ability to manage its security forces. U.S. efforts that empower security forces without strengthening that government's ability to control brings unintended consequences like coups d'etat. Using comparative observations across two cases of U.S. security cooperation, Vietnam 1961-1963 and Mali 2002-2012, this monograph supports the hypothesis that military aid without targeted civilian aid strengthens a military and threatens its government in times of crisis.Operational artists charged with planning security cooperation activities account for partner nation characteristics when deciding to apply military or civilian aid, e.g., money for military weapons or defense ministry training. Despite their best efforts to understand the environment, planners fail to recognize security cooperation pitfalls. For example, planners occasionally focus solely on a partner's military shortfalls at the cost of weakening a nation's governing civilian institutions. The purpose of this monograph is to test the hypothesis that an abundance of U.S. military aid, without targeted civilian aid, increases the strength of military institutions at the expense of the governing civilian institutions.

Traditionally, the Sahel has been home to pastoralist groups that roamed its vast expanses in search of grazing land and water for their herds. However, a multitude of factors is rapidly changing conditions in the Sahel resulting in growing instability with the potential to affect security in other parts of the globe. Climate change, ethnic tensions, crushing poverty, and extremist organizations rank among the most pressing issues facing the Sahel. These challenges can interact and exacerbate each other in unpredictable ways. Recent examples include the 2012 military led coup in Mali, and the increasingly violent campaign waged by Boko Haram in Nigeria and surrounding countries. Civil affairs forces support the US Africa Command's (AFRICOM) objectives of deterring and defeating transnational threats, protecting US security interests, preventing future conflicts, and supporting humanitarian assistance and disaster relief. Book excerpt: The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.

In conflicts large and small, however, insurgents frequently take and hold territory, establishing sophisticated systems of governance that deliver extensive public services to civilians under their control. From police and courts, schools, hospitals, and taxation systems to more symbolic expressions such as official flags and anthems, some rebels are able to appropriate functions of the modern state, often to great effect in generating civilian compliance. Other insurgent organizations struggle to provide even the most basic services and suffer from the local unrest and international condemnation that result. Rebel Rulers is informed by Zachariah Cherian Mampilly's extensive fieldwork in rebel-controlled areas. Focusing on three insurgent organizations—the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, the Rally for Congolese Democracy (RCD) in Congo, and the Sudan People's Liberation Movement/Army (SPLM/A) in Sudan—Mampilly's comparative analysis shows that rebel leaders design governance systems in response to pressures from three main sources. They must take into consideration the needs of local civilians, who can challenge rebel rule in various ways. They must deal with internal factions that threaten their control. And they must respond to the transnational actors that operate in most contemporary conflict zones. The development of insurgent governments can benefit civilians even as they enable rebels to assert control over their newly attained and sometimes chaotic territories.
