Our policy has been consistent and is calculated to defend and advance critical U.S. interests, as well as those of our allies and friends in the region. There has long been a mutuality and overlap of such interests, and this fact has enabled the United States, our western allies, and friendly Gulf states to pursue parallel policy lines. Protecting eleven Kuwaiti ships under U.S. flag is not part of an open-ended unilateral American commitment to defend all non-belligerent shipping in the Persian Gulf. It is a limited but effective signal of our determination to stand up to intimidation, to support our friends, and to help contain, and eventually end, the Iran-Iraq war.

If so, is the Gulf Cooperation Council (GCC) capable of such a task, or should other institutions be considered? In this memo, Kenneth Pollack examines the possibility of developing a new security architecture for the region. Pollack analyzes security arrangements in other parts of the world and focuses on two options: expanding the GCC and turning it into a formal military alliance and creating an arrangement modeled on the Commission on Security and Cooperation in Europe. In weighing each option, Pollack finds that the latter can better furnish a path toward peace and security.

The authors conclude that the arms race in the Persian Gulf should be controlled, but maintain it is likely to continue because of the clashing strategic perspectives of Saudi Arabia and Iran, and because of the sustained willingness of all major suppliers to find new revenue sources for their declining defense industries in the post-Cold War decade. They also argue that the U.S. should not adopt a policy of isolating or ignoring Iran in its endeavors to find security arrangements in the Persian Gulf, and that a weakened Iraq has become a major source of instability in the Persian Gulf.

The political and economic upheaval triggered by the uprisings of 2011, and the rapid emergence of the Islamic State of Iraq and Syria in 2014, have underscored the vulnerability of regional states to an intersection of domestic pressures and external shocks. The initial phase of the uprisings has given way to a series of messy and uncertain transitions that have left societies deeply fractured and ignited violence both within and across states. The bulk of the protests, with the notable exception of Bahrain, occurred outside the Gulf region, but Persian Gulf states were at the forefront of the political, economic, and security response across the Middle East. This volume provides a timely and comparative study of how security in the Persian Gulf has evolved and adapted to the growing uncertainty of the post-2011 regional landscape.

Mehran Kamrava identifies the four dynamics as: the neglect of human dimensions of security, the inherent instability involved in reliance on the United States and the exclusion of Iraq and Iran, the international and security policies pursued by inside and outside actors, and a suite of overlapping security dilemmas. These four factors combine and interact to generate long-term volatility and ongoing tensions within the Persian Gulf. Through insights from Kamrava’s interviews with Gulf elites into policy decisions, the consequences of security dilemmas, the priorities of local players, and the neglect of identity and religion, Troubled Waters examines the root causes of conflicts and crises that are currently unfolding in the region. As Kamrava demonstrates, each state in the region, including Saudi Arabia, Iran, and Qatar, has embarked on vigorous security-producing efforts as part of foreign policy, flooding the area with more munitions—thereby increasing insecurity and causing more mistrust in a part of the world that needs no more tension.

Book excerpt: In recent years the Gulf region has witnessed a number of major regional/international developments, the most prominent of which being the war in Iraq and the crisis surrounding the Iranian nuclear program. These developments have contributed to regional instability and have undermined efforts to achieve a balance of power in the Gulf region. Furthermore, during this period local apprehensions pertaining to the national security of the Gulf Arab countries have emerged. These comprise the demographic imbalance stemming from the vast migrant labor force in the GCC states and concerns regarding the inherent threats of the rapid development being witnessed by the region owing to its increased openness to the global economy. Internal and external threats necessitate concerted efforts to reinforce regional Gulf security via the establishment of a regional security system involving all the countries of the region as well as the cooperation and contribution of other states and international organizations. In formulating their new approach to security, the GCC states must reinforce their ability to deter intervention in their affairs by large regional neighbors and extra-regional actors. The common crises and challenges threatening the security of the Gulf countries should be a catalyst for the formulation of a unified Gulf strategy which necessitates a greater role for the GCC in achieving regional stability and fortifying the national security of its states. This book, which consists of papers presented at the ECSSR’s 12th Annual Conference of 5–7 March 2007, discusses both security threats and opportunities concerning the Gulf countries, with special reference to the foreign military presence in the region and the instability stemming from Iraq and Iran. It also investigates the need to establish a coherent and permanent defense system in the region. Moreover, it addresses internal security challenges facing the Gulf countries which have cross-border repercussions, such as organized crime and the demographic imbalance resulting from the flow of migrant labor to the region. In the face of this situation, it comes with no surprise that "the world is now entering a challenging period for energy supply, due to the limited resources and production problems now facing conventional (easily accessible) oil" (Energy Committee at the Royal Swedish Academy of Sciences, 14.10.2005). Therefore, oil supply security has become a priority in political agendas and given an "extreme dependence on supply from the Middle East holding more than 60 % of the global oil reserves" (Energy Committee at the Royal Swedish Academy of Sciences, 14.10.2005) this region has become a focus for oil importing countries. Since this region has witnessed a variety of wars, conflicts, terrorist attacks and other disruptions that caused large losses of oil supply (Horsnell, 2000, p. 2) security issues in the Persian Gulf have become a matter of international interest in order to secure the oil supply from this region. In the following this paper will analyze major security issues in the Persian Gulf Area; such are inter-state conflict, the unsolved Israel-Palestine question, terrorism, as well as the problem of under-investment and domestic instabilities in some of the most important countries within the region. Furthermore, this paper will outline possible impacts of these security issues on the economic security in the rest of the world.

A decade later the United States was at war after one Gulf state was invaded and another was placed at risk. It is clear that we still count Gulf security and stability as vital interests. As we now consider possible future security arrangements for the Gulf region, it is worth looking at the potential usefulness of regional organizations. Of greatest interest in this respect is the Gulf Cooperation Council (GCC), composed of Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman. What kind of security role can the GCC play? Are there means by which the United States can strengthen the GCC's ability to be a collective defense organization? This paper attempts to answer these questions.
