Securitisation theory has become one of the key components of security studies and IR courses in recent years, and this book represents the first attempt to provide an integrated and rigorous overview of securitization practices within a coherent framework. To do so, it organizes securitization around three core assumptions which make the theory applicable to empirical studies: the centrality of audience, the co-dependency of agency and context and the structuring force of the dispositif. These assumptions are then investigated through discourse analysis, process-tracing, ethnographic research, and content analysis and discussed in relation to extensive case studies. This innovative new book will be of much interest to students of securitisation and critical security studies, as well as IR theory and sociology. Thierry Balzacq is holder of the Tocqueville Chair on Security Policies and Professor at the University of Namur. Public authorities in El Salvador, Honduras and Guatemala have sought repressive measures to increase public safety and to contain such violence, for which youth gangs (maras) are principally held responsible. Substantiated by interviews with key stakeholders in Geneva, Switzerland, this desk review offers a comprehensive understanding of the motivations and the intended effects behind the suppressive strategies of the respective governments. Viewing the gang phenomenon through the lens of securitization theory allows for a new understanding of how the maras are dealt with. This paper also traces how the concerned states have shaped a certain construction of these gangs and reveals a blurred line between the political and the security sectors. The analysis finds that interests other than combatting a security threat, as well as the particular historical and societal contexts of the three countries, decisively influence how the maras issue is addressed.

Book excerpt: This open access book offers an innovative account of how relief organizations’ visual depiction of Syrian displacement contributes to reproduce and reinforce a securitized account of refugees. Through visual analysis, the book demonstrates how the securitization process takes place in three different ways. First of all, even if marginally, it occurs through the reproduction of mainstream media and political accounts that have depicted refugees in terms of threats. Secondly, and more consistently, through a representation of Syrian displaced people that, despite the undeniable innovative aesthetic patterns focusing on dignity and empowerment, continue to reinforce a visual narrative around refugees in terms of victimhood and passivity. The reproduction of a securitized account takes also place through the dialectic between what is made visible in the pictures and what is not. At the same time the book identifies visual glimmers and minor displacements in the humanitarian discourse that have the potentiality to produce alternative discourses on refugees and displacement beyond the mainstream securitized ones. By showing how relief organizations’ visual representation contributes to the securitization of the refugee issue, this book provides a great resource to students and academics in migration, visuality, humanitarianism and securitization, as well as social scientists and policy-makers.

Since Hong Kong’s return to Chinese sovereignty in 1997, China’s treatment of Hong Kong could be divided into three stages: non-intervention, intervention, and securitization. If the July 1 march in 2003 is a watershed that marked Beijing’s change from non-intervention to intervention, this book suggests that the Umbrella Movement in 2014 is another watershed that marked Beijing’s change from intervention to securitization. This book is a theoretically driven case study of the Umbrella Movement, a massive sit-in that paralyzed key business and retail districts for 79 days in Hong Kong in 2014. Many Hongkongers believe that they have the right to a fair election of the chief executive, and Beijing’s insistence on vetting candidates prompted the outbreak of the Umbrella Movement. Drawing insights from the securitization theory and fear appeal literature, the book proposes the framework of “security appeal.” It argues that the outbreak of the Umbrella Movement resulted from a premature use of hard repression, that is, before the government convinced the general public that the Umbrella Movement was a threat. The eventual successful securitization entails a general acceptance of the threatening nature of the Umbrella Movement and agreement with its crackdown. This book concludes that one of the consequences of the securitization of the Umbrella Movement is Beijing’s eventual switch to the policy of “patriotocracy” – a system that allocates power and resources based on one’s professed patriotism – in lieu of One Country, Two Systems. The policy implications and theoretical and methodological contributions of this book will be of interest to scholars and students of security studies; Chinese politics; and various social science disciplines, including political science, psychology, criminology, and sociology.
