Based upon a series of case studies it concludes that organized crime is both a potential enemy and a potential ally of peace operations, and it argues for the need to distinguish between strategies to contain organized crime and strategies to transform the political economies in which it flourishes. The editors argue for the development of intelligent, transnational, and transitional law enforcement that can make the most of organized crime as a potential ally for transforming political economies, while at the same time containing the threat it presents as an enemy to building effective and responsible states. Bush’s foreign policy. Instead, the analysis will focus on the key aspects of his foreign and security policy record, in each case considering the interplay between principle and pragmatism. The underpinning contention here is that policy formulation and implementation across Bush’s two terms can more usefully be analysed in terms of shades of grey, rather than the black and white hues in which it has often been painted. Thus, in some key policy areas it will be seen that the overall record was more pragmatic and successful than his many critics have been prepared to give him credit for. The president and his advisers were sometimes prepared to alter and amend their policy direction, on occasion significantly. Context and personalities, interpersonal and interagency, both played a role here. Where these came together most visibly – for instance in connection with dual impasses over Iraq and Iran – exigencies on the ground sometimes found expression in personnel changes. In turn, the changing fortunes of Bush’s first term principals presaged policy changes in his second. What emerges from a more detached study of key aspects of the Bush administration – during a complicated and challenging period in the United States’ post-Cold War history, marked by the dramatic emergence of international Islamist terrorism as the dominant international security threat – is a more complex picture than any generalization can ever hope to sustain, regardless of how often it is repeated. The tragic events of that day helped give rise to a foreign policy strategy commonly referred to as the “Bush Doctrine.” At the heart of this doctrine lie a series of claims about the need to encourage liberal democracy as the antidote to jihadist terrorism. President George W. Bush proclaimed in a variety of addresses that democracy now represented the “single surviving model” of political life to which all people aspired. In the course of making this argument, President Bush linked his policies to an overarching “teleology” of progress. This discourse suggested that the United States might use force to hasten the emergence of liberal norms and institutions in rogue states. With a sense of irony, some commentators soon referred to the Bush administration’s position as “Leninist” because of its determination to bring about the so-called “end of history” today. Yet, surprisingly, these critics had little more to add. This book assesses in greater depth the Bush administration’s claim to comprehend the purpose of historical progress. Developing a concept termed “democratic vanguardism,” this study investigates the idea of liberal modernity, the role of the United States as a force for democracy, and the implications of using military intervention in the service of idealistic ends. It examines disputes among political theorists, public intellectuals, and elected statesmen that help to enrich our understanding of the United States’ efforts under President Bush to bend history to its will.

Even when they claim territory and threaten governmental writ, they typically face a military backlash too powerful to withstand. States struggle with addressing the political roots of such movements, and their military efforts mostly just "mow the grass," yet, for the insurgent, the grass is nonetheless mowed-and the armed project must start over. This is the insurgent's dilemma: the difficulty of asserting oneself, of violently challenging authority, and of establishing sustainable power. In the face of this dilemma, some insurgents are learning new ways to ply their trade. With subversion, spin and disinformation claiming centre stage, insurgency is being reinvented, to exploit the vulnerabilities of our times and gain new strategic salience for tomorrow. As the most promising approaches are refined and repurposed, what we think of as counterinsurgency will also need to change. The Insurgent's Dilemma explores three particularly adaptive strategies and their implications for response. These emerging strategies target the state where it is weak and sap its power, sometimes without it noticing. There are options for response, but fresh thinking is urgently needed-about society, legitimacy and political violence itself.

The result is that Americans and Europeans often work at cross purposes--and that disagreements over policy toward problem countries threaten both to undermine efforts that promote desired change and transatlantic cooperation in other areas, be it within Europe or in building an open world trading system. This book examines the "problem" countries of Cuba, Iran, Iraq, Libya, and Nigeria. The authors explain sources of American and European differences, consequences for policies designed to influence problem states, and prospects for bridging transatlantic policy rifts. A conclusion by Richard N. Haass places these differences in perspective and suggests what Europe and the United States need to do to ameliorate this tension--and what could transpire if they do not.
