Book excerpt: Public Law 110-28 requires GAO to report to Congress by September 1, 2007, on whether or not the government of Iraq has met 18 benchmarks contained in the Act, and the status of the achievement of these benchmarks. The benchmarks stem from commitments first articulated by the Iraqi government in June 2006. In comparison, the Act requires the administration to report in July and September 2007 on whether satisfactory progress is being made toward meeting the benchmarks, not whether the benchmarks have been met. To complete our work, we reviewed government documents and interviewed officials from U.S. agencies; the UN; and the government of Iraq. We also made multiple visits to Iraq during 2006 and 2007. Our analyses were enhanced by approximately 100 Iraq-related audits we have completed since May 2003.

The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Book Securing Stabilizing and Rebuilding Afghanistan and Iraq

Download or read book Securing Stabilizing and Rebuilding Afghanistan and Iraq written by U. s. Government Accountability Office and published by Cosimo Incorporated. This book was released on 2010-07-01 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: Here, in one easy-reference volume, are two important reports from the United States Government Accountability Office on the progress in the Global War on Terror. In the May 2007 report Securing, Stabilizing, and Reconstructing Afghanistan, the GAO looks at where improvements can be made in such areas as emergency food assistance, drug control, security, and reconstitution of the local police, and examines the obstacles to continued development of the country. In the September 2007 report Securing, Stabilizing, and Rebuilding Iraq, the GAO concludes that the Iraqi government had not met most legislative, security, and economic benchmarks. This comprehensive assessment of the situation in that battered nation explores everything from Constitutional and electoral reform, to amnesty legislation and militia disarmament, to sectarian violence and minority party rights. Direct from an objective federal source, here is the sobering full story on the U.S. involvement in the region, free of the spin of the evening news. The GOVERNMENT ACCOUNTABILITY OFFICE was established in 1921 as the audit, evaluation, and investigative arm of the United States Congress.

Book excerpt: In Jan. 2007, the Pres. announced a new U.S. strategy to stem the violence in Iraq and help the Iraqi gov¿t. foster conditions for national reconciliation. In ¿The New Way Forward,¿ the Admin. articulated near-term goals to achieve over a 12- to 18-month period and reasserted the end state for Iraq: a unified, democratic, federal Iraq that can govern, defend, and sustain itself and is an ally in the war on terror. To support this strategy, the U.S. increased its military presence and financial commitments for Iraq operations. This testimony discusses: (1) progress in meeting key security, legislative, and economic goals of ¿The New Way Forward¿; and (2) past and current U.S. strategies for Iraq and the need for an updated strategy.
