In the HCVP, a family is offered a voucher, which it can use to rent any privately owned unit that meets program requirements. The HCVP "success rate" is the proportion of families issued a voucher who succeed in leasing a unit within the timeframe provided by the program. This volume examines success rates in metro areas. It finds that success rates vary with local market conditions. Importantly, success rates did not differ by such characteristics as the race, ethnicity, gender, or disability status of the head of household. This suggests that the voucher program works equally well for many different types of households. Illustrated.

Book excerpt: Despite the rapid creation of jobs in the greater Atlanta region, poverty in the city itself remains surprisingly high, and Atlanta's economic boom has yet to play a significant role in narrowing the gap between the suburban rich and the city poor. This book investigates the key factors underlying this paradox. The authors show that the legacy of past residential segregation as well as the more recent phenomenon of urban sprawl both work against inner city blacks. Many remain concentrated near traditional black neighborhoods south of the city center and face prohibitive commuting distances now that jobs have migrated to outlying northern suburbs. The book also presents some promising signs. Few whites still hold overt negative stereotypes of blacks, and both whites and blacks would prefer to live in more integrated neighborhoods. The emergence of a dynamic, black middle class and the success of many black-owned businesses in the area also give the authors reason to hope that racial inequality will not remain entrenched in a city where so much else has changed. To be successful in the twenty-first century, American housing policy must stop reinventing failed programs. Housing Policy at a Crossroads: The Why, How, and Who of Assistance Programs provides a comprehensive survey of past low-income housing programs, including public and subsidized housing, tax credits for developers, and block grants for state and local governments. John C. Weicher's comparative analysis of these programs yields several key conclusions: Affordability, not quality, is the most pressing challenge for housing policy today; of all the housing programs, vouchers have provided the most choice for the poor at the lowest cost to the taxpayer; because vouchers are much less expensive than public or subsidized housing, future subsidized projects would be an inefficient use of resources; vouchers should be offered only to the poorest members of society, ensuring that aid is available to those who need it most.
