Book The Effect of Section 271 on Competitive Entry Into Local Telecommunications Markets

Download or read book The Effect of Section 271 on Competitive Entry Into Local Telecommunications Markets written by Keith S. Brown and published by . This book was released on 2003 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1996 Congress passed the landmark Telecommunications Act (hereafter "the Act"). The Act, under Section 271, allowed the Regional Bell Operating Companies to offer long distance service to their local customers in exchange for opening their own local networks to local competitors in that state. Using a state-level panel data set we evaluate the effect of FCC Section 271 decisions on entry into the local telephone exchange market. OLS and Poisson estimates suggest that Section 271 approvals increase the number of local competitive entrants before and during the year the approval is granted. We obtain no statistically significant and robust results for the effects of Section 271 approval on entry during the following year. In addition, the estimates suggest that Section 271 denials have no statistically significant effect on the entry of local competitors.

Book Forces Behind Adoption of U S Telecommunications Act s Section 271 by States

Download or read book Forces Behind Adoption of U S Telecommunications Act s Section 271 by States written by Vladimir Hlasny and published by . This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Causes and consequences of policy reform in utility industries continue to draw debate in US state legislatures. State commissions approve various deregulatory mechanisms in different industries at different times. In the telecommunications market state commissions adopted retail restructuring via Section 271 of the Telecommunications Act at different points in time. This study extends empirical evidence on factors behind restructuring in the telecommunications market, and in utility industries in general, by evaluating several economic and political hypotheses. Stylized capture model is used to illustrate state regulators' problem, formulate predictions about regulators' net benefits from restructuring, and identify factors conducive to restructuring. Empirical hazard model tests our predictions regarding factors responsible for the timing of restructuring decisions. Semiannual panel data on all continental U.S. states for 1996-2006 are used. Among state-level economic factors, development of the telecommunications network, economic prosperity in the state, price cross-subsidization from small-commercial to residential consumer classes, and populist leaning of state fiscal policy tend to favor restructuring. These patterns may imply preference for restructuring in regions with a sufficient potential for competition, and high expected benefit from restructuring. Demonstration effects from policy reforms in other utility industries contribute. Most interestingly, political processes are also found to affect the pattern of restructuring significantly. Reelections of state commissioners and involvement of public in them tend to favor restructuring. This implies that either commissions exert insufficient effort at promoting social welfare in non-election years, or that their policy objectives change in election years.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Available in PDF, EPUB and Kindle. Book excerpt: In 1996, Congress enacted comprehensive reform of the nation's statutory and regulatory framework for telecommunications by passing the Telecommunications Act, which substantially amended the 1934 Communications Act. The general objective of the 1996 Act was to open up markets to competition by removing unnecessary regulatory barriers to entry. At that time, the industry was characterised by service-specific networks that did not compete with one another: circuit-switched networks provided telephone service and coaxial cable networks provided cable service. The act created distinct regulatory regimes for these service-specific telephone networks and cable networks that included provisions intended to foster competition from new entrants that used network architectures and technologies similar to those of the incumbents. This intramodal competition has proved very limited. But the deployment of digital technologies in these previously distinct networks has led to market convergence and intermodal competition, as telephone, cable, and even wireless networks increasingly are able to offer voice, data, and video services over a single broadband platform. the current market environment, but not on how to modify it. The debate focuses on how to foster investment, innovation, and competition in both the physical broadband network and in the applications that ride over that network while also meeting the many non-economic objectives of U.S. telecommunications policy: universal service, homeland security, public safety, diversity of voices, localism, consumer protection, etc. This book explores these issues and includes the act in its entirety.

Book Broadband

    Book Details:
  • Author : National Research Council
  • Publisher : National Academies Press
  • Release : 2002-02-25
  • ISBN : 0309082730
  • Pages : 337 pages

Download or read book Broadband written by National Research Council and published by National Academies Press. This book was released on 2002-02-25 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: Broadband communication expands our opportunities for entertainment, e-commerce and work at home, health care, education, and even e-government. It can make the Internet more useful to more people. But it all hinges on higher capacity in the "first mile" or "last mile" that connects the user to the larger communications network. That connection is often adequate for large organizations such as universities or corporations, but enhanced connections to homes are needed to reap the full social and economic promise. Broadband: Bringing Home the Bits provides a contemporary snapshot of technologies, strategies, and policies for improving our communications and information infrastructure. It explores the potential benefits of broadband, existing and projected demand, progress and failures in deployment, competition in the broadband industry, and costs and who pays them. Explanations of broadband's alphabet soup â€" HFC, DSL, FTTH, and all the rest â€" are included as well. The report's finding and recommendations address regulation, the roles of communities, needed research, and other aspects, including implications for the Telecommunications Act of 1996.
