It shows how from 1945–1975, the US government used its relations with Vietnam to exert diplomatic, economic, and military pressure on China to open negotiations leading to full recognition and further discusses the surprising action of the US Navy in 1974 to allow the Chinese Navy to take the Paracel Islands by force, thereby denying control over these islands to a united Vietnam, closely allied with the Soviet Union, which was the common enemy of both China and the USA. Overall, the book demonstrates how the presence of the US Navy in the South China Sea is a crucial element in much wider, global US strategy.

These discussions culminated in the convening of the Third United Nations Conference on the Law of the Sea in December 1973 and in four additional sessions up to September 1976. Whether the almost 150 participating states will be able to reach an accord in 1977 or later on, the myriad issues on their agenda is still uncertain. Two major issues have been the extension of coastal-state jurisdiction over resources and activities and the estblishment of an international regime to govern the exploitation of the deep seabed. Canada's most significant role has been that of a leader of the "coastal-state grouping," which has sought to expand states' jurisdiction over fisheries, seabed resources, scientific research, and pollution control within a 200-mile economic zone and sometimes beyond. A number of these Canadian policy goals have already been accepted by a large majority of the participants in the conference. In this role, Canada has found itsself opposed to many of its traditional allies among the developed nations with large fleets engaged in commerce in distant waters, and concerned about the traditional freedom of the high seas, and has aligned itself with the coastal developing nations of Africa, Asia, and Latin America. The seven essays in this volume examine the development of Canadian policies on the major law of the sea issues and the outcome of the negotiations on them. In so doing, the studies have analysed Canada's dramatic seward expansion and involvement in one of teh most important United Nations Conferences.

Consequently, the relations of Jews and the sea has to be seen in a much broader spatial and temporal framework in order to understand the overall importance of maritime spaces in Jewish history and culture. Almost sixty years after Samuel Tolkowsky’s pivotal study on maritime Jewish history and culture and the publication of his book “They Took to the Sea” in 1964, this volume of PaRDeS seeks to follow these ideas, revisit Jewish history and culture from different maritime perspectives and shed new light on current research in the field, which brings together Jewish and maritime studies. The articles in this volume therefore reflect a wide range of topics and illustrate how maritime perspectives can enrich our understanding of Jewish history and culture and its entanglement with the sea – especially in modern times. They study different spaces and examine their embedded narratives and functions. They follow in one way or another the discussions which evolved in the last decades, focused on the importance of spatial dimensions and opened up possibilities for studying the production and construction of spaces, their influences on cultural practices and ideas, as well as structures and changes of social processes.
