Book excerpt: From a study of low-pass filtered hourly sea levels for Sattahip and Ko-Lak in the northern Gulf of Thailand during the period 1960 through 1966, the sea level variations due to meteorological effects are found. The mean annual variation of the filtered sea level, which averages 0.5 meters, is consistent with the climatological mean annual wind variations. This sea level change appears to be a response to the Ekman transport which would be expected from the seasonal monsoon wind regimes. Sea level response to atmospheric pressure is negligible compared with response to wind. Analyses performed to find relations between the filtered sea level and the gulf-wide geostrophic wind and local surface wind show that the sea level slopes upward across the gulf in the same direction as the local wind blows, the response being coherent in the frequency band 0.083-0.117 cycles per day (period 8 to 12 days). This wind set-up effect is clearly secondary to the Ekman transport in inducing the seasonal sea level variations observed in the gulf.

Book excerpt: First tide gauge in Thailand is installed in 1910 at Ko Lak and operated continuously until 1915. These five years data are calculated for mean sea level and defined as "Standard Mean Sea Level", a reference for national levelling in Thailand. Since 1940, sea level in Thailand is operated by a network of 23 permanent tide station in te Gulf of Thailand and Andaman Sea. In 1986 the network is increased by 5 stations with Asean-Australia Tides Phenomena Project. Sea level variation in Thailand is effected by monsoon regime. For study of sea level change, it concluded that in the Gulf, there is not shown long term sea level change. Only in the upper Gulf, at the mouth of Chao Phraya river, sea level rise about 11-12 mm/year.

The phenomenon is not temporary but is expected to carry on during the 21st century and beyond. A distinctive feature of modern international law is the concept of maritime zones. Each maritime area is subject to an intricate scheme of States’ rights and obligations. Coastal geography is a fundamental component of a long-standing method, developed and agreed upon between States, to establish the outward limits of these areas. A feature of this method is the baseline. In international law it is the only reference line from where the outward limits of maritime zones are measured. There are clear rules on how this is established along a coast. There is a concern amongst a number of States that rising sea water levels as a result of climate change may compel them to shift their baselines inward thus affecting the outward limits of their maritime zones. It is clear that the stability of maritime boundaries is put into question and this may bring about serious political, legal and economic repercussions. This concern may also affect the outcome of dispute settlement procedures before a competent international court or tribunal the purpose of which is to resolve overlapping maritime claims. Key questions emerge. What is the role played by coastal geography in the legal regime determining the outward limits of maritime zones? What are the consequences of changes to coastal geography? To what extent are dispute settlement procedures before a Court or Tribunal immune from this concern? Is international law able to address this? If so, in what way and what are its limits? What can be done to resolve this?
