The book evaluates how the programs (Deep Sea Drilling Project [DSDP], 1968-1983, Ocean Drilling Program [ODP], 1984-2003, and Integrated Ocean Drilling Program [IODP], 2003-2013) have shaped understanding of Earth systems and Earth history and assessed the role of scientific ocean drilling in enabling new fields of inquiry. This book also assesses the potential for transformative discoveries for the next proposed phase of scientific ocean drilling, which is scheduled to run from 2013 to 2023. The programs' technological innovations have played a strong role in these accomplishments. The science plan for the proposed 2013-2023 program presents a strong case for the continuation of scientific ocean drilling. Each of the plan's four themes identifies compelling challenges with potential for transformative science that could only be addressed through scientific ocean drilling, although some challenges appear to have greater potential than others. Prioritizing science plan challenges and integrating multiple objectives into single expeditions would help use resources more effectively, while encouraging technological innovations would continue to increase the potential for groundbreaking science.

Book excerpt: Pinxian Wang and Qianyu Li The South China Sea (SCS) (Fig. 1. 1) offers a special attraction for Earth scientists world-wide because of its location and its well-preserved hemipelagic sediments. As the largest one of the marginal seas separating Asia from the Paci?c, the largest continent from the largest ocean, the SCS functions as a focal point in land-sea int- actions of the Earth system. Climatically, the SCS is located between the Western Paci?c Warm Pool, the centre of global heating at the sea level, and the Tibetan Plateau, the centre of heating at an altitude of 5,000m. Geomorphologically, the SCS lies to the east of the highest peak on earth, Zhumulangma or Everest in the Himalayas (8,848m elevation) and to the west of the deepest trench in the ocean, Philippine Trench (10,497m water depth) (Wang P. 2004). Biogeographically, the SCS belongs to the so-called “East Indies Triangle” where modern marine and terrestrial biodiversity reaches a global maximum (Briggs 1999). Among the major marginal sea basins from the west Paci?c, the SCS presents some of the best conditions for accumulating complete paleoclimatic records in its hemipelagic deposits. These records are favorable for high-resolution pa- oceanographic studies because of high sedimentation rates and good carbonate preservation. It may not be merely a coincidence that two cores from the southern 14 SCS were among the ?rst several cores in the world ocean used by AMS C dating for high-resolution stratigraphy (Andree et al. 1986; Broecker et al. 1988).

Eleven workers on the Deepwater Horizon drilling rig lost their lives and 16 others were seriously injured. There were also enormous consequences for the companies involved in the drilling operations, to the Gulf of Mexico environment, and to the economy of the region and beyond. The flow continued for nearly 3 months before the well could be completely killed, during which time, nearly 5 million barrels of oil spilled into the gulf. Macondo Well-Deepwater Horizon Blowout examines the causes of the blowout and provides a series of recommendations, for both the oil and gas industry and government regulators, intended to reduce the likelihood and impact of any future losses of well control during offshore drilling. According to this report, companies involved in offshore drilling should take a "system safety" approach to anticipating and managing possible dangers at every level of operation-from ensuring the integrity of wells to designing blowout preventers that function under all foreseeable conditions-in order to reduce the risk of another accident as catastrophic as the Deepwater Horizon explosion and oil spill. In addition, an enhanced regulatory approach should combine strong industry safety goals with mandatory oversight at critical points during drilling operations. Macondo Well-Deepwater Horizon Blowout discusses ultimate responsibility and accountability for well integrity and safety of offshore equipment, formal system safety education and training of personnel engaged in offshore drilling, and guidelines that should be established so that well designs incorporate protection against the various credible risks associated with the drilling and abandonment process. In fact, the outpouring has been so large that authors have been unable to read much of what has been published, so they have tended to concentrate their own work within smaller and smaller subfields of oceanog raphy. Summaries of information published in books have taken two main paths. One is the grouping of separately authored chapters into symposia type books, with their inevitable overlaps and gaps between chapters. The other is production of lightly researched books containing drawings and tables from previous pUblications, with due credit given but showing assem bly-line writing with little penetration of the unknown. Only a few books have combined new and previous data and thoughts into new maps and syntheses that relate the contributions of observed biological, chemical, geological, and physical processes to solve broad problems associated with the shape, composition, and history of the oceans. Such a broad synthesis is the objective of this book, in which we tried to bring together many of the pieces of research that were deemed to be of manageable size by their originators. The composite may form a sort of plateau above which later studies can rise, possibly benefited by our assem bly of data in the form of new maps and figures.
