Book excerpt: In 1974, the Societal Institute of the Mathematical Sciences (SIMS) initiated.a series of five-day Research Application Conferences (RAC's) at Alta, Utah, for the purpose of probing in depth societal fields in light of their receptivity to mathematical and statistical analysis. The first 10 conferences addressed ecosys tems, epidemiology, energy, environmental health, time series and ecological processes, energy and health, energy conversion and fluid mechanics, environ mental epidemiology: risk assessment, atomic bomb survivor data: utilization and analysis, and modem statistical methods in chronic disease epidemiology. These Proceedings are a result of the eleventh conference of Scientific Issues in Quantitative Cancer Risk Assessment, which was held in 1989 at Snowbird, Utah. For five days, 45 speakers and observers contributed their expertise in the relevant biology and statistics. The presentations were timely and the discussion was both enlightening and at times spirited. This volume hopefully presents a record that will be useful both now and in the future. Suresh H. Moolgavkar of the Fred Hutchinson Cancer Research Center (Seattle, WA) and the University of Washington (Seattle) chaired the Conference. Book excerpt: The first meeting of the NATO/CCMS Pilot Study "Dose-Response Analysis and Biologically-Based Risk assessment for Initiator and Promoter Carcinogens" was held in Rome, Italy, in the spring of 1991, and was followed by annual or bi-annual meetings held in Germany, Greece, Netherlands, Portugal, USA, up to the end of 1995; in large part supported by NATO/CCMS grants or fellowships, and organized by Pilot Study participants. The Pilot Study activity has been characterized by a higly collaborative atmosphere, which was essential for a deep and detailed analysis of a problem on which different points of view, methodological approaches and regulations exist in the various member countries. The Pilot Study was aimed at proposing a carcinogenic risk assessment procedure which is based on a detailed analysis of the relevant biological processes, and may also consent the verification of hypotheses. The specific form of theoretical and mathe matical models is identified by considering and using the whole set of objective data available. The multidisciplinary approach of the pilot study is reflected by the struc ture of this book. Each chapter is the result of the cooperation of several authors from to produce a comprehensive manual that includes different countries; its objective was both theoretical and practical information.

Book excerpt: Discussions of science and values in risk management have largely focused on how values enter into arguments about risks, that is, issues of acceptable risk. Instead this volume concentrates on how values enter into collecting, interpreting, communicating, and evaluating the evidence of risks, that is, issues of the acceptability of evidence of risk. By focusing on acceptable evidence, this volume avoids two barriers to progress. One barrier assumes that evidence of risk is largely a matter of objective scientific data and therefore uncontroversial. The other assumes that evidence of risk, being "just" a matter of values, is not amenable to reasoned critique. Denying both extremes, this volume argues for a more constructive conclusion: understanding the interrelations of scientific and value issues enables a critical scrutiny of risk assessments and better public deliberation about social choices. The contributors, distinguished philosophers, policy analysts, and natural and social scientists, analyze environmental and medical controversies, and assumptions underlying views about risk assessment and the scientific and statistical models used in risk management.

The purpose of the conference was to promote discussion among practicing risk assessors, senior government health officials extensively involved in the practice of QRA, and moral philosophers familiar with the method. The conference was motivated by the disturbing fact that distinguished scientists ostensibly employing the same method of quantitative risk assessment to the same substances conclude to widely varying and mutually exclusive assessments of safety, depending on which of the various assumptions they employ when using the method. In short, the conference was motivated by widespread concern over the fact that QRA often yields results that are quite controversial and frequently contested by some who, in professedly using the same method, manage to arrive at significantly different estimates of risk.

Some of the major topics discussed were: * Inventory of available pharmacokinetic and pharmacodynamic methods for cancer risk assessment. * Identification of methodology gaps and research needs in biologically based methods in cancer risk assessment. * Development of a general framework to guide future cancer risk assessment research. This book is a compilation of the papers presented at the workshop and is intended to provide guidance for future research to reduce uncertainties in the cancer risk assessment process.
