Book excerpt: In a globalized knowledge-economy, the European Union (EU) needs a new approach to its international science and technology (S & T) policies by focusing on improved coherence across the different tiers of government and by demonstrating leadership in tackling serious global challenges. The contributors to this book analyze European S & T policies in several areas of global concern as well as by exposing both the pitfalls of policy coordination and its potential to contribute to a more coherent international S & T policy. They highlight the interactions between national, European and international po.

Book European Technology

Download or read book European Technology written by Roger Williams and published by Taylor & Francis. This book was released on 2022-08-30 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1973, European Technology analyses the possibilities for cooperation and collaboration and suggests how the technology ‘gap’ between Europe and the United States can be bridged. Concentrating mainly on aerospace, nuclear and computer fields Roger Williams looks at the aspirations and achievements in technological cooperation both within the EEC and without. How can commitment to join projects be generated? What are the internal managerial and external political problems associated with joint action? How will technological collaboration contribute to wider European economic and political integration. The strength of the European economy will depend to a large extent on improved technological and industrial cooperation. This book provides the first theoretical foundation for policy making in this vital field. This book is a must read for scholars and researchers of European politics, European history and British politics.

Book New Vistas in Transatlantic Science and Technology Cooperation

Download or read book New Vistas in Transatlantic Science and Technology Cooperation written by National Research Council and published by National Academies Press. This book was released on 1999-05-25 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: The successful conclusion of the US-EU Agreement on Science and Technology Cooperation offers the prospect of a new chapter in transatlantic cooperation. As with any international agreement in science and technology, the accord's full potential will be realized only if it can encourage mutually beneficial cooperation. With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. At the same time, the conference would provide the occasion to review existing and evolving areas of transatlantic cooperation in science and technology from the perception of the United States, the European Commission, and the member states of the European Union.

Available in PDF, EPUB and Kindle. Book excerpt: Governments have recognized for decades the dynamic role played by microelectronics, computers, and telecommunications in the modern economy. Although Europe's deficiencies in these crucial sectors had long been acknowledged, it was not until the 1980s that European nations began collaborating to develop and promote high-tech industries. Their collaboration gives rise to many questions. Why, for example, did the joint efforts come at such a late date rather than in the 1960s or '70s? And how is it possible to work together in economically sensitive areas? These questions point to fundamental issues in the areas of international cooperation, international institutions, and technology policy. Before the institution of the collaborative programs ESPRIT (European Strategic Programme for Research and Development in Information Technology), RACE (R & D in Advanced Communications-technologies in Europe), and EUREKA (European Research Coordination Agency) in the 1980s, each European country sought its own technological renaissance through protection of national firms behind walls of technical standards, procurement preferences, and research subsidies. This thorough, carefully researched work examines the breakdown of these walls. It will appeal to political scientists, economists, and scholars of technology and Western Europe interested in the political contours of the high-tech landscape. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Drawing on a backlist dating to 1893, Voices Revived makes high-quality, peer-reviewed scholarship accessible once again using print-on-demand technology. Book excerpt: This volume features the proceedings of the NATO AR Workshop held in Kishinev, the capital of Moldova, a fom1er Soviet Republic in the South Eastern Europe. OUiing 3 working days 26 reports were presented, 8 of them by, or in collaboration with, speakers from Kishinev. The reports arc presented in the order they were given at the Workshop. As the topic was rather wide-ranged, all the sittings were plenmy. The opening communication was made by the Mayor of Kishinev S. Urckian, who was the Chainnan of the Organizing Committee. It was followed by other reports of general orientation. The second half of the first day was devoted to the research results and problems of the Academy of Sciences of Moldova. On the second day the Workshop was hosted by the Technical University of Moldova. At the beginning, the ceremonial sitting of its Scientific Council took place, at which two scientists were made doctors Honoris Causa of that University: Prof. K. Frolov from Russia and Prof. G.Parissakis from Greece. Then the plenary sessions continued. The round-table talk, held in the second half of the last day, appeared to be very fruitful. A relaxed and friendly atmosphere of it was appropriate for establishing closer contacts and discussing problems of mutual interest for scientists, ingineers, managerial heads and officers and businessmen.

Book Research Collaboration between Europe and Latin America

Download or read book Research Collaboration between Europe and Latin America written by Rigas Arvanitis and published by Archives contemporaines. This book was released on 2014-02-19 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: International collaboration has become increasingly important in carrying out research activities. This book, written by a large group of scholars from Europe and Latin America, maps, analyses and discusses research collaboration between the two continents during the last twenty years. The empirical material underlines the richness and the variety of the links that bind the two continents, well beyond the simplified views of science, either as the brainchild of global networking or as a result of dependence. The book also develops an innovative methodological approach, combining bibliometric analysis, social surveying, in-depth interviews, and a careful analysis of research programmes and policies. While arguing that the asymmetry of relations that once existed in cooperation has turned into a more equal partnership between the two continents, it deciphers some of the reasons behind this more balanced cooperation. It also challenges the view of science as a global self-organising system through collective action at the level of researchers themselves. On the contrary, the importance of policy, institutions, and previously developed research is highlighted and recognised
