Most, if not all of them, have focused on the science and technology landscape up to the mid-eighties. The changes in the science and technology system since the democratisation of this country have thus far not been reflected on in a systemstic way. This book presents a perspective on this changing landscape by offering an encompassing conceptual framework that should remain valid even if the policy were to evolve further. This perspective is further profiled by bringing into focus the main developments that have shaped science policy in South Africa since the turn of the 20th century. The last four chapters of this book sketch this process and its outcomes to date - unstable as the picture may still be. This dynamic situation, however, does allow one to experience something of the vibrant atmosphere that characterised the transformation of the country during the 1990s. This overview of the development of science and technology is presented within the context of a multi-faceted conceptual framework (chapters 1, 2, 3 and 4). The intention of this book is to offer an overview and evaluation of the policy and system and a prognosis of future developments in the context of broader historical, theoretical and international trends.

In the STI literature, Africa has often been regarded as a recipient of science, technology, and innovation rather than a maker of them. In this book, scholars from a range of disciplines show that STI in Africa is not merely the product of “technology transfer” from elsewhere but the working of African knowledge. Their contributions focus on African ways of looking, meaning-making, and creating. The chapter authors see Africans as intellectual agents whose perspectives constitute authoritative knowledge and whose strategic deployment of both endogenous and inbound things represents an African-centered notion of STI. “Things do not (always) mean the same from everywhere,” observes Clapperton Chakanetsa Mavhunga, the volume's editor. Western, colonialist definitions of STI are not universalizable. The contributors discuss topics that include the trivialization of indigenous knowledge under colonialism; the creative labor of chimurenga, the transformation of everyday surroundings into military infrastructure; the role of enslaved Africans in America as innovators and synthesizers; the African ethos of “fixing”; the constitutive appropriation that makes mobile technologies African; and an African innovation strategy that builds on domestic capacities. It does so by examining four country-cases - Botswana, Côte d'Ivoire, Kenya and Zambia - while referring to South Africa as a possible exemplar case. The book reaffirms that the majority of governments in Africa spend less than one per cent of their GDP on research and development (R&D) despite the commitment to raise their research funding levels contained in the Lagos Plan of Action (1980). Hence, reliance on external funding for research persists on the continent. To manage research engagements and public funds, Science Granting Councils (SGCs) have been established. These institutions are held accountable for how public funds are spent and how the research they fund contributes to the advancement of society. To-date, the SGCs and researchers have demonstrated in various ways how funded research contributes to the advancement of society. However, there appear to be differences in opinion amongst key stakeholders in terms of what constitutes research priorities as well as expectations in terms of the returns on research investments made. This book brings to the fore the importance of research and its outcome on societal development, and reveals the stake that African governments hold in the process. The book encourages African governments to show greater commitment to providing funding for research on the continent. This is critical if governments are to assume a lead role in the continent's development agenda. It would also set the stage for partnerships with other stakeholders, including industry and funding organisations. Researchers are also encouraged to work closely with the SGCs to ensure the valorisation of research products for societal benefit. This has a potential to unlock more funding for research in Africa which, in turn, would drive the development of the continent.

Most research and development (R&D) is taking place in high-income countries, but innovation of some kind is now occurring across the full spectrum of income levels according to the first survey of manufacturing companies in 65 countries conducted by the UNESCO Institute for Statistics and summarized in this report. Book excerpt: block possible Soviet expansion by mobilizing European "democracies", the policy soon extended to some developing countries in Asia and Latin America. In response, the USSR gradually initiated development programs for newly independent nations in Asia and Africa. In this context, super power rivalry operated in the South to (i) expand spheres of influence and control; (ii) guard Southern nations from the influence and incursions launched by the opposed camp; (iii) stimulate indigenous development. With few exceptions, Southern nations provided little input to the definition and execution of North-South dynamics during this period. In the case of Africa and to some extent Asia, the acquisition of independence was so recent and often sudden that there was little time to reflect on the kind of policies and measures needed to build bal anced relations with the former mother country. In Latin America, the Monroe Doctrine had long insured that the region was a virtual captive of the US. Aid for development was contingent on conformity to US political and economic interests. The cognitive component of South-North dealings strongly reflected the two above mentioned dispositions. The relative lack of political experience in the South. and the dearth of an organized and sizable intellectual/academic community, meant that there were few cognitive and human resources for undertaking careful study and analysis of the conditions and needs of develop ment from a Southern perspective (influential exceptions existed though, such as Raul Prebisch in Latin America or Ghandi in India).
