Unlike most other indigenous tribes whose lives are tied to lands, the Makah people have long placed marine space at the center of their culture, finding in their own waters the physical and spiritual resources to support themselves. This book is the first to explore the history and identity of the Makahs from the arrival of maritime fur-traders in the eighteenth century through the intervening centuries and to the present day. Joshua L. Reid discovers that the “People of the Cape” were far more involved in shaping the maritime economy of the Pacific Northwest than has been understood. He examines Makah attitudes toward borders and boundaries, their efforts to exercise control over their waters and resources as Europeans and Americans arrived, and their embrace of modern opportunities and technology to maintain autonomy and resist assimilation. Book excerpt: This circular stems from a study carried out for FAO projects “Sustainable Fisheries Management and Biodiversity Conservation of Deep-Sea Living Marine Resources and Ecosystems in the Areas Beyond National Jurisdiction” (GCP/GLO/366/GFF) and “Deep-Sea Sponge Grounds Ecosystems of the North Atlantic: An Integrated Approach Towards their Preservation and Sustainable Exploitation” (GCP/GLO/679/EC). These projects included outputs related to the economic valuation of goods and services provided by the deep seas in areas beyond national jurisdiction. This study compiled an estimate of the total economic value (TEV) of the deep seas, which considered the provision of deep-water fish, the harvest of precious corals, the use of substances of marine origin as pharmaceuticals, the extraction of deep and ultra-deep oil and the potential mining of mineral resources from the seafloor, carbon sequestration carried out by the deep seas, the importance of scientific research in the deep seas, and touristic activities with submersibles to visit sites such as the Titanic shipwreck. Comprehensively, the TEV assessed for the deep-sea ecosystem as a whole is estimated at USD 267 billion per year. Ninety two percent of the economic value originates from abiotic resources (oil and minerals), 5 percent from biotic resources (fish, corals and pharmaceuticals of marine origin), 2 percent from cultural services (scientific research and tourism/recreation), and 1 percent from carbon sequestration.

It was created in 2011 as a Task within the Work Plan of the Group on Earth Observations (GEO). The Geneva-based GEO is a voluntary partnership of some 90 governments and 77 intergovernmental, international, and regional organisations. It is committed to integrating global observations through strengthened cooperation and coordination among global observing systems and research programmes. Blue Planet held its inaugural Symposium in Ilhabela, Brazil, in November 2012. Participants from some 25 countries, representing a diverse array of international programmes, presented and discussed issues including the coordination of and information access from global ocean observing systems for open ocean, coastal and inland ecosystems; operational ocean forecasting; applications of observations for sustainable fishery and aquaculture; and capacity building. A major outcome of the Symposium was the production of this book. The contributions to the Symposium served as a starting point, and were developed to provide a comprehensive overview of the scope and breadth of the “Oceans and Society: Blue Planet” initiative. Targeted at all stakeholders within the ocean and marine community, this volume discusses current activities and future actions and raises awareness for the further development and implementation of the Blue Planet agenda.
