The first component concerns the proposition that no underdeveloped nation will be empowered to meet the needs and aspirations of its citizens without the adoption of advancing Science & Technology. The adoption of S & T processes by examining the questions of political leadership initiation in Botswana and Singapore is explored in chapters one and two. Component number two engages what is widely regarded as potentially the most enabling cluster of advanced technologies for development in the South: information technologies (IT). Articles three through five take up IT and development in Malaysia, South Africa, South Korea and Namibia. The final component discusses the crucial subject of technology transfer by comparing Japan’s technology transfer to Southeast Asia and Southern Africa. Its focus on infrastructure development in Africa was endorsed by the signing of a Memorandum of Understanding between China and the African Union on 27 January 2015. The agreement outline plans for connecting African countries through transportation infrastructure projects, including modern highways, airports, and high speed railways. At the heart of Belt and Road Initiative lies the creation of an economic land belt that includes countries on the original Silk Road through Central Asia, the Middle East and Europe, as well as a maritime “road” that links China’s port facilities with the African coast, pushing up through the Suez Canal into the Mediterranean. China has from the outset emphasised that the Belt and Road Initiative will be developed within the framework of the five principles. These entails mutual respect for each other’s territorial integrity and sovereignty; non-aggression; non-interference in each other’s internal affairs; equality and mutual benefit; and peaceful coexistence. This volume provides an analysis of this stance by both African and Chinese scholars. Africa through its Agenda 2063 has been driving, among others, the re-industrialisation of its economies, improved connectivity and infrastructure development, diversification of energy sources, technology transfer and skills development. The Belt and Road Initiative provides an alternative path for Africa to realise some of these milestones.

Its exports are minuscule, its response to competition is weak, technical efficiency is low and there are few signs of technological dynamism. Part of the problem, the authors argue, lies in the institutions designed to help firms import, use and improve technology. This unique study draws on extensive fieldwork assessing technology systems in Ghana, Kenya, Tanzania, Uganda and Zimbabwe in the context of their export competitiveness. Its emphasis is on the role of technology systems in building industrial competitiveness and in this it finds deficiencies in the systems in all these countries, though there are also significant differences between them. Comparisons are made with more successful economies, particularly those of East Asia, and policy implications are drawn for the strengthening of technology support systems.
