To reach out to employers, states can do the following: target key employers and industries; foster employer ownership; give employers opportunities to recruit their peers; create or collaborate with intermediary organizations; establish partnerships with labor organizations; publicize the school-to-work concept; and provide "how-to" information to employers. Despite employer interest in participating in school-to-work programs, some barriers may impede their involvement: the costs of participation, challenges in developing working relationships with schools, child labor restrictions, liability concerns, and workers' compensation requirements. By working with employers to address these barriers, states can demonstrate their commitment to making the school-to-work system responsive to employer concerns. Governors can take the following actions: target key industries likely to employ tomorrow's work force and suggest school-to-work transition as a strategy; set school-to-work initiatives as a high priority for the state's economic development system and education systems; encourage statewide business groups to play a role; publicize school-to-work efforts of leading employers; and initiate a review of state laws, regulations, and practices that pose barriers to employer participation. Book excerpt: With job prospects clouded for even the well-educated, those who leave school with no training beyond high school now face great challenges in making the transition from school to work. Emerging research and experience in other countries have led many to believe that the workplace can play a much larger educational role than it now does. The School-to-Work Opportunity Act of 1994, for example, requires programs funded under the act to include educationally guided work placements as part of the educational strategy. Although there is a growing consensus that employers have much to contribute, significant barriers stand in the way of increasing work-based education. This volume, the result of a Brookings conference on employer participation in education, focuses on such questions as: How can an adequate number of employers be recruited? How can the quality of placements be guaranteed? How can discrimination and inequities in providing access to good placements be avoided? What must educators do to work effectively with employers to develop high quality on-the-job educational experiences? And what policies can encourage participation and monitor and improve the education that takes place on the job? The book includes the perspectives of employers, educators, and policymakers and draws lessons from experience with employer involvement in Europe. The introduction, "Better Education Is Everybody's Business," notes that President Clinton's "Call to Action for American Education in the 21st Century" provides a focus for needed changes in education, while encouraging local initiative and business involvement. The next chapter, "Business' Bottom Line," discusses how employers can support employees who need to balance the demands of work and home and the research indicating that parents have a powerful influence on students. The third chapter, "Integration of Work, Family and Education," discusses company policies that support family and employee involvement in education, including flextime, part-time work options, telecommuting, and time off for school activities. This chapter also discusses how companies support families through worksite and offsite programs, including child care programs, employer-sponsored seminars, parenting and training programs, family support and information groups, resource and referral services, newsletters and Web sites, and literacy training for adults. The fourth chapter, "Community Based Efforts," notes that employers are providing resources, funding special school projects, establishing volunteer/mentor programs at many schools, and initiating public awareness campaigns about the importance of education and parent involvement. Book excerpt: The purpose of this qualitative study was to examine the perspectives of educators and business employee partners regarding school-business partnership programs and the role adults assume that affect students' college and career readiness. Additionally, perceptions of participants regarding existing variables affecting student college and career readiness were examined. As education and employment gaps prevail, equitable opportunities for all students continue to be at the forefront of research efforts. This study ascertained the perspectives of 24 elementary-level educators and 44 secondary-level educators in one southeastern Pennsylvania school district who were teachers, counselors, and administrators. Additionally, 23 business employees who volunteered through the Johnson & Johnson Bridge to Employment school-business partnership program offered their perspectives. Eighty-nine of the participants voluntarily responded to an online Likert-scale questionnaire, and 84 of them responded to open-ended questions. Individual interviews, conducted by a research assistant, were completed by 11 of the participants. Analysis of the data confirmed the findings of existing research that suggested school-business partnership programs provide opportunities and contribute positively to students' college and career readiness. School counselors were perceived to be the best equipped to assume the role of guiding students, and the ideal set-up includes a mentoring, team-like approuch. Finally, families' low socioeconomic status was perceived to be a variable determining whether students possessed 21st century skills, suggesting that schools, including business partnerships, provide opportunities that enable students to be college and career ready.

To establish such a partnership, principals and business people should take the following steps: (1) clarify their own and each other's expectations; (2) identify firms with desired expertise; (3) hold a well-planned meeting or luncheon for firm representatives, faculty, parents, and students; (4) establish a time-line with desired outcomes and specific activities; (5) appoint a project coordinator; and (6) agree on a method of evaluation. Book excerpt: Over the past decade, public attention has been drawn to the difficulties that many young adults are having in finding their way in the changing economy and earning a decent living. A broad movement is emerging across the country to better connect school with career opportunities and further education to help these young adults succeed. In 1994 Congress responded by passing the School to Work Opportunities Act (STWOA), which assists states and localities in establishing comprehensive school to work transition systems. Soon after the school to work legislation was passed by Congress, OTA was asked by the Senate Committee on Labor and Human Resources and the House Committee on Education and Labor to assess the potential and problems of work based learning as a component of school to work. As the report shows, work based learning has considerable promise but will be difficult to implement. Work based learning can potentially help students see the relevance of their academic studies later in life, allow students to explore career options, and help them develop needed occupational skills. But the implementation of good work based learning programs will require considerable effort on the part of schools and participating businesses. Whether many businesses can be recruited to participate remains to be seen.
