Book excerpt: Excerpt from School Administration and School Reports In accordance with the general purpose of the book, the first essay deals with the Meaning of Education. This essay endeavors to outline spe cifically, though in general terms, the necessary educational doctrine of a superintendent of public schools in a democratic society like ours, and it sug gests also in outline the different kinds of schools which the conception of education defined in the essay requires for its embodiment in practice. In other words, the first essay attempts to outline briefly educational Opportunity in relation to con temporary educational needs. The nature of the second essay is defined in its title, Some Principles of School Administration. This essay was originally read at the meeting of the Department of Superintendence of the National Education Association in 1913. It attempts to set forth in a brief, but it is hoped in a definite, way cer tain fundamental principles which every superin tendent who seeks to define his administrative policy needs to assimilate. The third essay deals with Town and City School Reports, More Particularly Superintendents' Re ports, and aims to achieve two distinct but related purposes; first, to show the unsatisfactory character of most school reports as they are; and second, to suggest definite ways of improving them. Much uncertainty undoubtedly exists in the minds of su perintendents concerning the aims, scope, and method of the reports which they are required to submit from time to time for the information of the school board, the teaching staff, and the public. This essay seeks to define these important elements of school reports, and the writer hopes that it will be found of service in the field which it covers. It was read at the meeting of Section L, in December, 1915 (chairman's address), and was printed in School and Society for January 29 and February 16, 1916. Schoolhouses, as well as churches, are still erected without the proper means of ventilation; seats are still arranged without reference to the eye-sight of the children; examinations of school-teachers, by School Committees, are still very imperfectly conducted, thus entailing upon schools teachers who are deficient either in knowledge, or in the power of governing upon right principles; and no amount of knowledge in a teacher is of much avail where a deficiency in this power exists. Among the adverse conditions existing in many places are: (1) an overpowering sentiment in favor of local self-government and a strong opposition to centralization of any kind; (2) a non-recognition by the people of the need of professional knowledge and skill in carrying on the schools; (3) a tendency to adopt political methods in the election of school officials as well as in matters of school control; (4) the comparatively short terms of administrative offices and the frequent changes of membership in them; (5) the large extent of sparsely inhabited regions and the consequent difficulties of school attendance and classification; and (6) the difference of financial ability in the various sections of a State and the variety of needs to be met. Such conditions as these are likely to foster mistakes of administration which can be avoided only by the greatest care and effort. Among the mistakes of school administration actually existing in this country may be mentioned first the tendency of over organization in which the attention of the workers is turned away from the product to the machinery which turns it out. Again there is the other extreme of a lack of organization by which the time and effort of school officials are wasted. But more frequently perhaps than all else is the loose organization by which the duties of school officials overlap one another, frequently resulting in confusion and friction of a serious kind.
