Book Savannah s Midnight Hour

Download or read book Savannah s Midnight Hour written by Lisa L. Denmark and published by University of Georgia Press. This book was released on 2019 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: Savannah's Midnight Hour argues that Savannah's development is best understood within the larger history of municipal finance, public policy, and judicial readjustment in an urbanizing nation. In providing such context, Lisa Denmark adds constructive complexity to the conventional Old South/New South dichotomous narrative, in which the politics of slavery, secession, Civil War, and Reconstruction dominate the analysis of economic development. Denmark shows us that Savannah's fiscal experience in the antebellum and postbellum years, while exhibiting some distinctively southern characteristics, also echoes a larger national experience. Her broad account of municipal decision making about improvement investment throughout the nineteenth century offers a more nuanced look at the continuity and change of policies in this pivotal urban setting. Beginning in the 1820s and continuing into the 1870s, Savannah's resourceful government leaders acted enthusiastically and aggressively to establish transportation links and to construct a modern infrastructure. Taking the long view of financial risk, the city/municipal government invested in an ever-widening array of projects--canals, railroads, harbor improvement, drainage-- because of their potential to stimulate the city's economy. Denmark examines how this ideology of over-optimistic risk-taking, rooted firmly in the antebellum period, persisted after the Civil War and eventually brought the city to the brink of bankruptcy. The struggle to strike the right balance between using public policy and public money to promote economic development while, at the same time, trying to maintain a sound fiscal footing is a question governments still struggle with today.

Book Urban Transportation Planning in the United States

Download or read book Urban Transportation Planning in the United States written by Edward Weiner and published by Springer Science & Business Media. This book was released on 2012-11-13 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: The development of U.S. urban transportation policy over the past half-century illustrates the changing relationships among federal, state, and local governments. This comprehensive text examines the evolution of urban transportation planning from early developments in highway planning in the 1930s to today’s concerns over sustainable development, security, and pollution control. Highlighting major national events, the book examines the influence of legislation, regulations, conferences, federal programs, and advances in planning procedures and technology. The volume provides in-depth coverage of the most significant event in transportation planning, the Federal-Aid Highway Act of 1962, which created a federal mandate for a comprehensive urban transportation planning process, carried out cooperatively by states and local governments with federal funding. Claiming that urban transportation planning is more sophisticated, costly, and complex than its highway and transit planning predecessors, the book demonstrates how urban transportation planning evolved in response to changes in such factors as the environment, energy, development patterns, intergovernmental coordination, and federal transit programs. This updated, revised, and expanded edition features two new chapters on global climate change and managing under conditions of constrained resources, and covers the impact of the most recent legislation, 50 years after the Highway Act of 1962, emphasizing such timely issues as security, oil dependence, performance measurement, and public-private sector collaboration.

Book Public Policy and Transit System Management

Download or read book Public Policy and Transit System Management written by George M. Guess and published by Praeger. This book was released on 1990-01-19 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: The history of transit system management in the United States has largely been a history of failure--failure to come to grips with the real issues involved and failure to develop effective policies for an efficient and rational system. This book, the first major survey in more than a decade, catalogues management attempts to overcome constraints imposed by external institutional and sociopolitical factors, as well as by internal labor and resource problems. In combining actual case histories with academic insights, it offers managers and consultants the tools to make transit systems work.
