The three prior waves of terrorism—anarchist, nationalist, and Marxist—arose generally from a combination of geopolitical events and local grievances. This “fourth wave” of terrorism, however, has risen out of a different set of conditions. Existing analyses of terrorism often consider how terrorist ideologies have evolved or how grievances have changed over time. But these approaches miss what could be called the “supply” side of ideology—how state and nonstate actors have exported an ideology of Islamism and how this ideology has taken root beyond what grievances or ideological interpretations would predict. Michael Freeman connect the dots between several key events in 1979—the hostage crisis at the Grand Mosque in Mecca, the Iranian Revolution, and the Soviet incursion into Afghanistan—and the incentives these events created for different actors to spread the supply of Islamism, the institutions they produced in various countries, and the terrorists who emerge from these institutions. In The Global Spread of Islamism and the Consequences for Terrorism Freeman examines four countries that have experienced this export of Islamism—Indonesia, Pakistan, the United Kingdom, and the United States—and briefly describes similar patterns in other countries. As such these non-Muslim indigenous populations, mainly Christians and Jews, were then classified under Islamic law as dhimmis (meaning "protected"). Although protected status may sound benign, this classification in fact referred to "protection" from the resumption of the jihad against non-Muslims, pending their adherence to a system of legal and financial oppression, as well as social isolation. The authors maintain that underlying this religious caste system is a culturally ingrained contempt for outsiders that still characterizes much of the Islamic world today and is a primary impetus for jihad terrorism.Also discussed is the poll tax (Arabic jizya) levied on non-Muslims; the Islamic critique of the Universal Declaration of Human Rights; the use of jihad ideology by twentieth-century radical Muslim theorists; and other provocative topics usually ignored by Muslim apologists.This hard-hitting and absorbing critique of Islamic teachings and practices regarding non-Muslim minorities exposes a significant human rights scandal that rarely receives any mention either in academic circles or in the mainstream press.

It is forbidden to befriend or emulate them. The Saudi textbooks ascribe the most abhorrent qualities to Jews. Jews are depicted, throughout their history, in a stereotyped and prejudiced manner, beginning with the description of Jews as enemies of the Prophet Muhammad and ending with "the occupation of Palestine". The "Protocols of the Elders of Zion" is taught as an authentic document. Anti-Zionism has a prominent place in Saudi textbooks; Israel is not recognized as a state and is absent from maps, which designate its territory as "occupied Palestine". War and "jihad" are advocated rather than a peaceful solution of the Middle East conflict.
