Walt makes a significant contribution to this topic, surveying theories of the origins of international alliances and identifying the most important causes of security cooperation between states. In addition, he proposes a fundamental change in the present conceptions of alliance systems. Contrary to traditional balance-of-power theories, Walt shows that states form alliances not simply to balance power but in order to balance threats. Walt begins by outlining five general hypotheses about the causes of alliances. Drawing upon diplomatic history and a detailed study of alliance formation in the Middle East between 1955 and 1979, he demonstrates that states are more likely to join together against threats than they are to ally themselves with threatening powers. Walt also examines the impact of ideology on alliance preferences and the role of foreign aid and transnational penetration. His analysis show, however, that these motives for alignment are relatively less important. In his conclusion, he examines the implications of "balance of threat" for U.S. foreign policy.

Superpower confrontation is inevitable. China, the US, France, Japan and Saudi Arabia have military bases in Djibouti. US strategy seeks to curb Chinese economic influence and Russian political interference in the region through diplomacy and investment. And at the centre of US alliances is the war on terror still prevalent in the Middle East and East Africa: Islamic terror groups Al Shabaab in Somalia and Kenya; Al Qaeda of the Arab Peninsula in Yemen; and the Islamic State in Egypt. The civil war in Yemen has become the arena for Iran and Saudi Arabias struggle for regional hegemony. Saudi Arabias Sunni Arab coalition have been fighting Iranian-backed Shiite Houthi rebels to a stalemate (December 2018). In 2016 Egypt ceded Saudi Arabia the Tiran and Sanafir Islands, the narrow sea passages between the Sinai and Arabian peninsulas, giving control of the entire length of the Red Sea. This, and other perceived positive geostrategic developments, have to be offset by the nuclearization of the Red Sea basin (directed in part by Russian foreign policy) and the dangers of multiple country military deployments in the hubs of radical Islam and terrorism potential. A stable future for the region cannot be taken for granted. And as alliances shift and change, so will Israels foreign policy and strategic partnerships have to adjust.

Book excerpt: Focused on a set of overlapping international orders of regional scope present in the Middle East and North Africa, this book argues that rules and primary institutions have sanctioned the foreign behavior of the sub-system’s international actors since 1945. The author avoids recent IR trends focused on narrow case studies, instead providing a comprehensive overview of the MENA’s regional politics. The normative content and evolution of multiple international orders are examined, constituting the intra-Arab order, the Arab-Israeli order and the Arab-Iranian order, as well as the expression of the global order in regional interactions. Drawing on Area Studies and English School and constructivist IR theories, the author argues that a plurality of overlapping regional orders have coexisted since 1945, not just one as is commonly suggested in the literature. Each of these orders is integrated by different participants and has developed its own differentiated norms and institutions setting parameters on legitimate behavior. This analytical proposal helps make sense of foreign relations otherwise labeled as incoherent. The book has wide appeal, accessible both to students wishing to learn about the politics, history and sociology of the Middle East, as well as to specialists seeking original research on the functioning of the MENA’s regional orders.

But people tend to forget the majesty that Arab nationalism once was. In this elegantly narrated and richly documented book, Adeed Dawisha brings this majesty to life through a sweeping historical account of its dramatic rise and fall.
