Book excerpt: Excerpt from In the Midst of a Loneliness: The Architectural History of the Salinas Missions; Salinas Pueblo Missions National Monument Historic Structure Report Congress established Salinas National Monument to set apart and preserve for the benefit and enjoyment of the American people the ruins of prehistoric Indian pueblos and associated seventeenth century, Franciscan Spanish mission ruins. In order to preserve these ruins, an effective plan of stabilization and maintenance is needed. The trouble with the stabilization and maintenance of a ruin, however, is that it inevitably changes the nature of the ruin. The visible stonework gradually, through small steps of repointing, dismantling and rebuilding, and capping, becomes the product of a generalized National Park Service policy rather than the product of a particular people at a particular time in the past. To slow down this process of the loss of the original nature or cultural imprint of a ruin, a careful maintenance program that minimizes changes to the appearance of the building is necessary. The most important single document for planning such a program is the Historic Structure Report, that determines the original appearance of a building and the previous attempts at stabilizing it. After its preparation, interpreters frequently use the Historic Structure Reports as one of the sources of information in their effort to make a site more understandable to the park visitor. This Historic Structure Report was written with the needs of both managers and interpreters in mind. The narratives of design, construction, and change over time attempt to present the life and the mind behind the structure, as well as the material of which it was made. This approach has led to some surprising insights. Most-significant among these was the determination that the present church of Abo had been partially torn down and enlarged at one time, and that the church of San Buenaventura had never been completed. Equally important in the author's mind is the definition of the methods of construction, the human activity itself. The buildings did not simply grow like weeds; human hands placed each rock on top of the others, and lifted each beam into place. Sánchez offers an in-depth examination of sociopolitical conflict in seventeenth-century New Mexico, detailing the effects of Spanish colonial policies on settlers’, missionaries’, and Indigenous peoples’ struggle for economic and cultural control of the region. Sánchez explores the rich archival documentation that provides cultural, linguistic, and legal perspectives of the values of the period. Spanish dual Indian policies for Pueblo and Plains tribes challenged Indigenous political and social systems to conform to the imperial structure for pacification purposes. Meanwhile, missionary efforts to supplant Indigenous religious beliefs with a Christian worldview resulted, in part, in a syncretism of the two worlds. Indigenous resentment of these policies reflected the contentious disagreements between Spanish clergymen and civil authorities, who feuded over Indigenous labor and encroachment on tribal sovereignties with demands for sworn loyalty to Spanish governance. The little-studied “starvation period” adversely affected Spanish-Pueblo relationships for the remainder of the century and contributed significantly to the battle at Acoma, the Jumano War, and the Pueblo Revolt of 1680. Pueblos, Plains, and Province shows how history, culture, and tradition in New Mexico shaped the heritage shared by Spain, Mexico, the United States, and Native American tribes and will be of interest to scholars and students of Indigenous, colonial, and borderlands history.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel.
