Despite these serious concerns, the media continues to make drinking look attractive to youth, and it remains possible and even easy for teenagers to get access to alcohol. Reducing Underage Drinking addresses these questions and proposes a new way to combat underage alcohol use. Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Available in PDF, EPUB and Kindle. Book excerpt: This project examined a new community-level intervention strategy to achieve compliance with alcohol sales-to-minors law: Mystery Shops. Mystery Shops are attempted purchases of age- restricted products by young, legal-age inspectors for the purpose of providing feedback to licensees on actual staff age-verification conduct. Unlike law enforcement inspections, licensees and staff face no legal penalties for failing to check the ID of someone young enough to trigger and ID-check but not under the legal purchase age. Mystery shops have shown to be effective with large national chains that implemented programs under agreements with state attorneys general. Researchers working with the Responsible Retailing Forum hypothesized that Mystery Shops will similarly improve staff performance for independently owned and operated licensees. To test this, we partnered with the Oregon Liquor Control Commission and the Texas Alcoholic Beverage Control Commission to conduct 13 monthly Mystery Shops in 24 communities, 12 in each state: in 8 communities, licensees received on-the-spot feedback and follow-up reports; in 8 communities, licensees received 13 Mystery Shops in 24 communities, 12 in each state: in 8 communities, licensees received on-the-spot feedback and follow-up reports; in 8 communities, licensees received reports on aggregate community-level performance and Responsible Retailing best practices; and 8 other communities served as no-intervention controls. If proven to be effective, Mystery Shops will a provide communities with a low-cost means for assisting licensees to reduce underage sales without taxing the limited resources of law enforcement.

Book excerpt: This document presents the testimony of Surgeon General Antonia Novello of the U.S. Public Health Service, and related materials from a congressional hearing examining underage drinking. In her opening statement, Chairwoman Patricia Schroeder reviews the incidence of underage drinking and notes the role of the advertising industry in promoting drinking. Surgeon General Novello's testimony notes the pervasiveness of underage drinking and discusses the problems created by exposing adolescents to mixed messages on drinking. Novello contrasts the health message that the use of alcohol by young people can lead to serious health consequences with the advertising messages that promote drinking. She examines the problem of labeling that makes it difficult to distinguish alcoholic from nonalcoholic beverages on store shelves; designated drivers, and teenagers who ride with drinking drivers; and adolescents' lack of knowledge about alcohol. Actions taken by the Surgeon General to combat the problem of underage drinking are reviewed, and the problems encountered in enforcing the National Minimum Drinking Age Act of 1984 are discussed. Novello describes actions taken by individual states to prevent underage drinking. The role of advertising in promoting underage drinking is emphasized throughout the document. Included in the document are a fact sheet on preventing underage drinking; the prepared statement of Michael Kavanaugh, sheriff of Roanoke County, Virginia; comments by John Calfee, associate professor of Marketing, School of Management, Boston University; and a report from the Office of Inspector General, U.S. Department of Health and Human Services.
