Increasingly prevalent and intense hurricanes have provided tangible evidence of Caribbean fisheries exposure to environmental shocks in recent years. However, slower climate-change-related processes also require due attention. Promoting the efficiency of fisheries operations and their associated value chains can improve their climate change resilience while reducing stakeholders’ future socio-economic costs. Reducing operating and transaction costs promotes profitability and socio-economic resilience. Climate change resilience of fisheries duly considers the critical environmental efficiency related to capturing target species through methods that minimize unwanted effects upon bycatch species and the broader ecosystem. This publication proposes nationally tailored efficiency and climate-resilience-promoting interventions.

Book excerpt: The project “Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries” (StewardFish) aimed to support the implementation of the Caribbean and North Brazil Shelf Large Marine Ecosystems initiatives in seven countries of the Caribbean (Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, St. Vincent and the Grenadines) and implemented by five Caribbean regional entities. It aimed to empower fisherfolk throughout the fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. The findings and conclusions of the terminal evaluations highlight the effectiveness of the project's capacity building activities, the platform for inter-agency collaboration, and the strengthening of legal and policy frameworks. Given the short time frame of the projects, as well as the interruptions due to the COVID-19, a number of recommendations are made in order to sustain the results achieved thus far, but which still require investment.

Book excerpt: Following the introduction of the 200-mile extended economic zone (EEZ), many developing countries suddenly found they had large fish resources, which – wisely managed and exploited – could generate wealth and income of immense benefit. However, one constraint to this was that many countries, for historic reasons, lacked the expertise to manage fisheries on this scale. Despite the need for information, few economists and especially development economists teaching in universities and colleges were able to incorporate fisheries economics into their courses owing to the lack of readily accessible material. As a result, many rising economists were failing to recognize the global importance of fishers as an economic resource capable of generating substantial wealth and income to many countries. Economics of Fisheries Development provides an accessible exploration of this area of economics, introducing development economists to some of the problems of developing fisheries in areas of the world where fisheries now present great growth prospects. The case studies used throughout the book are nearly entirely drawn from developing countries.

It was attended by twenty-one participants from ten Caribbean countries, as well as FAO officers. Possible positive impacts of globalization identified at the workshop include: improved access to overseas markets; increase in intraregional trade; access to technological improvements; increased demand for fish products through further development of tourism; increase in the contribution of the fisheries sector to foreign currency earnings and to gross domestic product. Possible negative impacts were foreseen in terms of: higher prices of exportable fish products in domestic markets; increased pressure on fully or overexploited fish stocks; erosion of decision-making at various levels in the absence of adequate reforms in governance; difficulties on the part of small countries in meeting scales of production needed to compete in a global environment. The main outcome of the workshop is the formulation of a Caribbean Fisheries Agenda on Globalization (CFAG), which is aimed to aid Caribbean countries prepare for the challenges of globalization.
